    This work unit exists to direct and implement a variety of outdoor recreation programs and activities at Stagecoach Lake State Parks, within the guidelines of Colorado State Statutes, regulations, and Colorado Parks and Wildlife policy and procedures for the use and benefit of approximately 600,000 visitors which utilize the area annually. This unit provides a wide variety of recreational and educational opportunities to the public, while working to ensure that safety and high quality standards are met. It maintains and improves visitor facilities, park infrastructure and natural resources within the park. This unit is responsible for providing visitor services, maintenance functions, natural resource protection, natural resource education, administrative functions, inter-agency cooperation and assisting with statewide programs. The work unit administers State Park Programs within the district, and provides recreation and natural resource management expertise to Federal, State, County, Local, and Private Entities.

    Description of Job

    This position exists to manage overall maintenance programs for Steamboat Lake and Pearl State Parks, which will involve the supervision of temporary personnel, oversee dam operations, manage the water and wastewater production programs, oversee all facility equipment, grounds and natural resource maintenance operations and programs on the park. This position will provide maintenance, repair and construction of electrical, water and sewage systems, buildings, facilities, equipment, roads, boat ramps, shorelines, beaches, grounds and trails. This position will support park management through inspection and project management of all maintenance and construction activities, implementation of work program goals and preventative maintenance.

     

    This position exists to provide a safe and pleasant environment for recreational activities by cleaning, repairing, replacing, and operating equipment, systems, grounds, facilities, and infrastructure for the use of park visitors and staff. The position inspects and manages maintenance needs of the park grounds, swim beach, roads, shorelines, campsites, picnic areas, trails, state fleet owned vehicles and general equipment. This position participates in the planning and execution of natural resource management, weed/pest management and maintaining compliance with Local, State, and Federal guidelines (OSHA, ADA, etc.).

     

    This position provides management support by hiring, training, scheduling, and supervising temporary park employees and volunteers to accomplish work plan goals and fulfill day to day, periodic and long term functions.

     

    This position has purchasing responsibilities, will work with budgets, contractors, and must operate within state fiscal guidelines. This position will acquire and maintain certifications as needed to fulfill the functions of the position.

     

    This position has exclusive responsibility for all of the above areas and duties/tasks as assigned by the PM V position.

    Maintenance Program Management/Supervision

    Assures work unit maintenance needs are accomplished effectively and efficiently by planning and implementing maintenance activities, resolving maintenance related problems, budgeting, order and purchasing materials and supplies, and completing all related reports. Design and develop work program plans. Inspect facilities, grounds, vehicles, equipment and all repair and construction projects to assure quality performance, public and employee safety and resource and facility protection and enhancement. Directs and schedules the maintenance programs including preventative maintenance, repair, construction, and maintenance of park facilities, utilities, equipment, vehicles, grounds and natural resources. Recruits, hires, and trains seasonal maintenance staff to accomplish a variety of park needs. Operates and maintains various equipment including tractor, backhoe, loader, dump truck, mowers, snowplow, and small engine equipment. Ensures that all vehicles and equipment are maintained in working order. Performs preventative maintenance or repairs and makes recommendations on needed equipment, vehicles and tools. Recruit, hire, supervise, and train staff to assist in accomplishing tasks.

    Water and Wastewater Management

    Assures work unit maintenance needs are accomplished effectively and efficiently by planning and implementing maintenance activities, resolving maintenance relate problems, budgeting, order and purchasing materials and supplies, and completing all related reports associated with water and wastewater operations. Design and develop work program plans. Inspect facilities, grounds, equipment and all repair and construction projects to assure quality performance, public and employee safety and resource and facility protection and enhancement. Maintain required CDPHE certifications for facility operation. Complete required reporting and record keeping.

     

    Dam Operations

     

    Plan, implement, direct and participate in activities designed to operate, manage and maintain the dams at both parks. Specifically manages both dam’s gates and equipment to monitor and control water releases for required downstream interests and lake level optimization. Monitor dams and participate in regular safety inspections. Coordinate with Dam Safety, Division of Water Resources, CPW staff and other agency staff on water rights issues and operations. Determines needs, establishes priorities, implements program practices and requests appropriate funds to accomplish goals. Provides appropriate record keeping.

     

    Facility Maintenance

     

    Performs routine, preventative and controlled maintenance task independently or in conjunction with temporary staff in the construction, maintenance, fabrication, and repair of buildings and facilities. Performs skilled electrical, plumbing, carpentry, masonry, concrete, and painting, staining, and welding work. Maintains and operates park water and electrical distribution systems and sewage treatment systems where applicable.

     

    Administration and Training

     

    Administrative duties include regular reports from every section of responsibility; include filing and maintaining records for the required time periods. Replying to email and phone requests. Budgets for, and documents expenditures related to program management. Orders and purchases materials and supplies necessary to maintain and operate programs and completes all related purchase requisitions and receiving reports.

    Minimum Qualifications

    At least four years of work experience in construction, carpentry, equipment/machinery operation, farming, ranching, range land management, wildlife/habitat management, resource management, landscaping, facility maintenance/management, HVAC, plumbing, electrical or an occupational field related to the work assigned to the position. You must adequately demonstrate your experience in your application as it relates to the duties of this position. No formal college education is required.

    OR

    A combination of related education in construction or project management, natural resources, environmental science, recreation management, business and/or relevant experience in an occupation related to the work assigned equal to four (4) years.

     

    Substitutions

     

    Appropriate education in, construction or project management, natural resources, or recreation management, or a related field of study will substitute for the required experience on a year-for-year basis.
