    Description of Job

    The Office of Rental Assistance unit exists to create and maintain affordable housing options and partner with local service providers and private owners to offer housing with appropriate supportive services for persons with special needs: i.e., behavioral health disorders, developmental and intellectual disabilities, physical disabilities, and those experiencing homelessness.

     

    This work unit exists to allow people with disabilities to stay in their homes and communities and out of nursing facilities or other institutions by making their homes affordable, safe, and accessible. The Community Access Team (CAT) partners with the Department of Health Care Policy and Finance (HCPF), local service providers, and private housing owners to offer subsidized housing with appropriate supportive services for persons who are transitioning out of institutions or at risk of institutionalization.

     

    This Community Access Team (CAT) voucher program Administrator provides rental assistance to assist people with disabilities to live independently in the community, working closely with the Department of Health Care Policy and Financing (HCPF) .

    The primary duties and responsibilities of this position include, but are not limited to:

    + Reviews applications to determine participant eligibility and approve program admission.

    + Manages the lease-up process, including: briefing voucher holders, reviewing and approving Requests for Tenancy Approvals (RFTA), and completing HUD-required form 50058s.

    + Processes interim changes and annual reexaminations for participants, including income changes, family composition adjustments, and moves.

    + Conducts Housing Quality Standards (HQS) or National Standards for the Physical Inspection of Real Estate (NSPIRE) inspections as needed for lease-up and biennial requirements.

    + Determines course of action following program violations (tenant conference or termination)

    + Maintains a caseload of CAT voucher participants.

    + Reviews and approves Reasonable Accommodation requests.

    + Assures accurate housing assistance payments by identifying and correcting programmatic errors or omissions within the Elite system.

    + Enters and maintains accurate program and participant data into the Elite management system.

    + Collaborates with the DOH Rental Assistance Programs team to effectively track the status of all CAT program participants assigned to partner agencies.

    + Provides specialized technical assistance and training to partner agencies, landlords, and program participants regarding the philosophy, regulations, and administration of the CAT Voucher Program

    + Collaborates with HCPF and the DOH Rental Assistance Team to develop and implement the most efficient and effective methods for delivering tailored support and training to both transition coordination agencies and DOH partner agencies.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Experience Only:

    Five (5) years experience administering a state or federal rental assistance program that includes issuing vouchers and ensuring program compliance. Program administration includes managing applications, caseload management, determining eligibility, understanding and application of program regulations.

    OR

    Education and Experience: A combination of related education in human services, psychology, sociology, social work, public administration, or a closely related field (as determined by the agency) AND experience as described above equal to five (5) years.

    + State of Colorado experience in local government, housing, homeless, or human services programs;

    + At least one year of professional experience in affordable housing or homeless programs; Knowledge and experience with federal and state affordable housing programs;

    + Experience working with high support needs (persons who are disabled and/or persons experiencing homelessness)

    + Experience in compliance monitoring

    + Experience with Elite housing software

    + No requirement of a breath monitoring device, also known as Interlock, to operate a motor vehicle.
