Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.
How your work would contribute to our organization and the Twin Cities region:
We are seeking a seasoned Senior Technical Project Manager, Information Services with extensive experience managing projects and small programs in both Waterfall & Agile environments that involve transformational initiatives. The ideal candidate will have a proven track record of successful delivery of complex projects within agreed upon scope, schedule, and budget parameters, while maintaining high standards of quality and stakeholder satisfaction.
This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.
What you would do in this job
+ Project/Program Planning and Management
+ Develop comprehensive project plans using Waterfall and Agile methodologies.
+ Define scope, goals, deliverables, and timelines.
+ Coordinate internal resources and third parties/vendors for execution of projects within baselines.
+ Utilize department tools for project management, tracking, and reporting.
+ Team Leadership
+ Lead project teams and manage/coach junior project managers as appropriate to ensure service delivery.
+ Support a collaborative and productive work and PMO team environment.
+ Facilitate communication and coordination for projects/programs across cross-functional teams.
+ Lead change management and conflict resolution efforts within assigned projects.
+ Ensure teams have clear roles, responsibilities, and deliverables.
+ Stakeholder Management
+ Build strong stakeholder relationships to become a trusted advisor to project sponsors.
+ Communicate project status, risks, and issues to stakeholders and executive management in a timely manner to set expectations and escalate as appropriate.
+ Ensure alignment of project objectives with business goals through stakeholder management activities.
+ Risk and Issue Management
+ Proactively identify, assess, and manage project/program risks and issues through mitigation planning.
+ Monitor and report project/program progress and performance throughout delivery lifecycle.
+ Budget and Resource Management
+ Develop and manage project budgets, per governance requirements.
+ Allocate resources effectively to ensure project success through demand management and capacity planning for projects assigned.
+ Monitor expenditures and ensure adherence to budget thresholds.
+ Transformation and Organizational Change Management
+ Lead transformation and change management scope within projects and programs as appropriate, to ensure solution adoption and process adherence.
+ Process Improvement
+ Support the evaluation and refinement of project management methodologies and processes.
+ Support continuous improvement initiatives within the PMO.
+ Stay abreast of industry trends and emerging practices.
What education and experience are required for this job (minimum qualifications)
Any of the following combinations of education (in Computer Science, Business Management, Project Management, or similar) and experience managing IT and business projects, including successfully delivering solutions within designated timelines:
+ Bachelor's degree and 5 years of experience, including 2 years in a lead role that required project management and collaboration across divisions and levels of the organization.
+ Associate's degree and 7 years of experience, including 2 years in a lead role that required project management and collaboration across divisions and levels of the organization.
+ High school diploma or GED and 9 years of experience, including 2 years in a lead role that required project management and collaboration across divisions and levels of the organization.
Metropolitan Council Employees Only: Successful completion of any one of the following four Metropolitan Council Leadership/Supervisory training programs will substitute for lead/supervisory experience. You must attach your certificate(s) as proof of completion of the program to your application. Only completion of one of the four programs listed below will substitute credit (6 months or 1 year) for lead/supervisory experience.

+ Project Management Professional (PMP) certification or completion of Metropolitan Council's Project Management Development Program (PMDP).
+ Experience with MS project, ServiceNow PPM, or other PPM tools.
+ Experience with Azure Dev Ops, Jira, or ServiceNow agility tools.
+ Demonstrated experience managing programs and projects with cross-matrix or cross-functional teams.

If the result of the record check reveals criminal convictions, the nature and circumstances of those convictions will be reviewed by the Metropolitan Transit Police Department and/or the Minnesota Bureau of Criminal Apprehension to determine if access to Criminal Justice Information would be permissible.
