    Robert Half Finance & Accounting (Virginia Beach, VA)


    Description A well-established civil construction firm in the Hampton Roads region is seeking a Civil Utility Estimator to join its growing team. This role is ideal for professionals with experience in estimating water, sewer, storm drainage, and site development projects. The position is based in Virginia Beach, VA, and requires in-person collaboration. THIS IS NOT A REMOTE ROLE.

    Position Overview

    The Civil Utility Estimator will be responsible for preparing detailed and accurate cost estimates for civil utility projects. This includes analyzing project documents, performing quantity takeoffs, coordinating with subcontractors and suppliers, and supporting preconstruction and project management teams throughout the bidding process.

    Key Responsibilities

    * Lead estimating efforts for civil utility scopes including water, sewer, storm drainage, grading, and site development.

    * Analyze drawings, specifications, and proposals to develop comprehensive cost estimates.

    * Perform quantity takeoffs for materials such as piping, excavation, bedding, valves, and surface restoration.

    * Solicit and evaluate subcontractor and vendor pricing.

    * Attend pre-bid meetings and site visits to assess field conditions.

    * Prepare bid proposals and budget documentation for internal review.

    * Collaborate with project teams to ensure scope clarity and constructability.

    * Maintain organized records of bids and estimating activities using digital tools.

    * Support compliance efforts including minority participation and wage scale requirements.

    Qualifications

    * Bachelor’s degree in Civil Engineering, Construction Management, or equivalent experience.

    * Minimum of 3 years estimating experience in civil utility construction.

    * Proficiency in digital takeoff software and unit pricing systems (e.g., RSMeans).

    * Strong understanding of civil construction methods and materials.

    * Ability to read and interpret civil plans and specifications.

    * Skilled in Microsoft Office; experience with Bluebeam and estimating platforms preferred.

    * Excellent communication, analytical, and time management skills.

    Additional Requirements

    * Must reside within commuting distance of Virginia Beach, VA.

    * Ability to travel to job sites as needed.

    * Must be able to lift up to 50 lbs and perform occasional site visits involving walking, climbing, and kneeling.

     

    Compensation & Benefits

     

    Salary:Paid weekly.

     

    Health, Dental & Vision Insurance: Eligible after 30 days; partial premium coverage for employee.

     

    401(k): Employer match up to 3% after one year.

     

    Paid Holidays: 8 days annually including major holidays.

     

    Earned Leave: Up to 80 hours annually (vacation and sick time).
