The Office of Workforce Development (OWD) is a key division of Louisiana Works, managing programs in workforce training, job placement, apprenticeships, and business engagement. About This Job
This position serves a critical role to the mission of Louisiana Works. This highly technical and specialized position involves the monitoring of multiple program areas including tracking, reporting, and analyzing activities of the Louisiana Works Investment Areas (LWIA) in their service to the public ensuring compliance with federal regulations. The incumbent in this position must have extensive knowledge of Wagner Peyser (WP). Workforce Investment Opportunity Act (WIOA), Community Services Block Grant (CSBG) and various other programs and the relationship of these programs to National Emergency Grants, and other discretionary grant in which sub-recipient contracts are awarded, and other time and mission specific federally funded programs.
Minimum Qualifications
Six years of experience in workforce development, administrative services, or social services; OR
Six years of full-time experience in any field plus three years of experience in workforce development, administrative services, or social services; OR
A bachelor's degree plus three years of experience in workforce development, administrative services, or social services; OR
A master's degree plus two years of experience in workforce development, administrative services, or social services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
•Examine financial statements journals, ledgers, monthly and quarterly financial reports, receipts, invoices, statements, charge memoranda, fee slips, and other individual financial transactions in reviewing information reported by monitored entity. Inspect cash control records, payroll records, bank accounts, assets, liabilities, bidding procedures, inventories disbursements, cancelled checks, and like to ascertain validity of information reported by monitored entity and to determine dependability of its recordkeeping and reporting practices.
•Compile monthly expenditure and participant reports. Research, analyze, and interpret statistical data on program effectiveness. Monitor expenditure to ensure they are in compliance with applicable state and federal laws, rules and regulations.
•Perform financial reviews and analysis of those reviews based upon: expenditure reports, Fund Utilization Report (FUR), drawdowns, and budget. Review and analyze program performance outcome requirements for programs administered by the Office of Workforce Development.
•Assist in developing standardized processes that lead to continuous performance improvement in developing training and technical assistance models that are tailored to individuals and specific shortfalls determined during the monitoring process. Assist as necessary in the writing of procedural guidelines and/or instructions for the field and advise leadership of any procedural changes or modifications to policies.
•Collaborate with cross-functional teams to develop solutions, processes and data sharing. Perform program development by interpreting law, statues and regulations for multiple programs. Apply laws, statues and regulations to program changes. Fully support all federal and state policies and guidelines as they pertain to workforce services.
Position Specific Details:
Appointment Type: This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.
