    Project Overview:

    The MSSQL Server Subject Matter Expert (SME) / Database Engineer provides advanced technical expertise in the design, implementation, optimization, and maintenance of enterprise-level Microsoft SQL Server databases. This position ensures database reliability, scalability, and performance across complex IT systems. The SME leads large-scale SQL Server projects, contributes to architectural planning, and collaborates with cross-functional teams to enforce database governance, security, and quality control standards under the CATTS contract framework.

     

    This role also encompasses core database engineering functions — including evaluating business requirements, designing database structures, implementing stored procedures, and developing data flow documentation — to support mission-critical operations.

    Primary Responsibilities:

    + Serve as the lead technical expert on Microsoft SQL Server Enterprise Edition 2016, 2019, and higher.

    + Plan, design, implement, and maintain enterprise databases to support organizational and contract requirements.

    + Identify data sources, construct data decomposition and flow diagrams, and document database design processes.

    + Write and optimize SQL code for database access, modifications, stored procedures, and data extraction.

    + Develop and implement standards, procedures, and conventions for database use and administration.

    + Provide oversight to other DBAs and ensure adherence to database governance and performance standards.

    + Manage and execute major database projects, upgrades, and migrations.

    + Collaborate with development and infrastructure teams to ensure database security and compliance.

    + Evaluate the impact of updates, patches, and new releases; propose and implement effective upgrade strategies.

    + Support concurrent tasks, analyze workflows, and recommend corrective actions for process improvements.

    + Prepare technical documentation, presentations, and management review briefings.

    + Mentor and provide technical leadership to database personnel as needed.

    + Contribute to T&T proposal activities and all other duties as assigned by T&T managers.

    Required Skills & Qualifications:

    + Proven expertise with Microsoft SQL Server Enterprise Edition 2016, 2019, and higher.

    + Deep understanding of database architecture, design principles, and normalization.

    + Strong experience with SQL code development, stored procedures, triggers, and indexing strategies.

    + Proficiency in backup/recovery operations, high-availability configurations (Always On, clustering, replication), and disaster recovery planning.

    + Demonstrated ability to manage multiple database projects simultaneously.

    + Excellent analytical, communication, and troubleshooting skills.

    + Knowledge of data governance, database performance tuning, and compliance best practices

    Desired Skills & Qualifications:

    + Experience supporting federal or defense IT projects.

    + Familiarity with CATTS or similar government contract environments.

    + Proficiency in PowerShell scripting, SSIS, SSRS, and automation frameworks.

    + Understanding of AWS RDS for SQL Server or cloud-based database services.

    + Exposure to ITIL, CMMI, or ISO-based process frameworks..

    + Microsoft Certified: Azure Database Administrator Associate or similar SQL Server certification preferred.

    + CompTIA Security+ or equivalent DoD 8570 certification required for government contracts

    Required Education/Experience:

    + Minimum of a Bachelor’s Degree in Computer Science, Information Systems, Engineering, or a related field (or equivalent experience).

    + Minimum of 4 years of progressive experience in database engineering or SQL Server administration.

    + 7–10 years preferred for SME-level positions.
