    Project Overview:

    The Technology Lead – Subject Matter Expert (Senior) provides extremely high-level subject matter expertise supporting complex IT environments under the CATTS program. This position serves as both a senior technical leader and strategic advisor, offering advanced technical knowledge, design expertise, and analytical insight across multiple database platforms (Oracle, SQL Server, MySQL, PostgreSQL) and cloud environments (AWS).

     

    The SME applies doctorate-level understanding of database architecture, system integration, and modernization practices to deliver innovative, secure, and optimized solutions for T&T’s federal clients. The role includes advising leadership on technical strategy, developing system documentation, conducting high-level functional analyses, and overseeing technical implementations from concept through completion.

    Primary Responsibilities:

    + Provide advanced technical knowledge and analysis of highly specialized applications, database systems, and operational environments.

    + Lead the architecture, design, and implementation of enterprise database solutions across Oracle, SQL Server, MySQL, and PostgreSQL in both on-premises and AWS cloud environments.

    + Perform high-level functional systems analysis, integration, and documentation for database modernization and migration projects.

    + Develop and deliver technical reports, studies, briefings, and training in alignment with contract requirements.

    + Lead migrations from Oracle/SQL Server to PostgreSQL and from on-premises to AWS cloud environments.

    + Apply advanced principles and methodologies to solve complex, esoteric database and infrastructure challenges.

    + Oversee database project planning, budgeting, and scheduling to ensure timely delivery of milestones.

    + Maintain compliance with data security, privacy, and federal protection regulations.

    + Mentor database teams and advise leadership on technical best practices, emerging trends, and optimization strategies.

    + Ensure documentation of database architectures, processes, and best practices for continual improvement.

    + Contribute to T&T proposal activities and all other duties as assigned by T&T managers.

    Required Skills & Qualifications:

    + Demonstrated mastery of DBMS technologies: Oracle, SQL Server, MySQL, and PostgreSQL.

    + Expert-level experience designing and managing hybrid (on-premises + AWS) database ecosystems.

    + Strong project management experience overseeing large-scale database and cloud transformation projects.

    + Deep knowledge of AWS services (RDS, Aurora, Redshift, etc.) and database performance tuning.

    + Proficiency in scripting (Python, PowerShell, Bash) for automation, optimization, and reporting.

    + Advanced problem-solving, communication, and stakeholder engagement skills.

    + Proven ability to translate strategic goals into actionable technical solutions.

    Desired Skills & Qualifications:

    + Project Management Professional (PMP) certification preferred.

    + Master’s degree in computer science, Information Systems, or related technical field preferred.

    + Prior federal contracting experience under CATTS or similar IDIQ environments.

    + Familiarity with ITIL, ISO, and CMMI frameworks.

    + Experience in DevOps, CI/CD, and Infrastructure-as-Code tools (Terraform, CloudFormation).

    + Strong presentation and technical writing skills, including report preparation and briefing delivery.

    + AWS Certified Database – Specialty or AWS Solutions Architect (Associate/Professional)

    + Oracle Certified Professional (OCP) or equivalent vendor certification.

    + Experience leading cross-functional technical teams supporting database and system modernization.

    Required Education/Experience:

    + Bachelor’s degree in computer science, Information Systems, or related technical field

    + Minimum 12 years of progressive experience in enterprise database architecture, systems integration, or technical leadership roles.

    + Demonstrated record of providing senior-level subject matter expertise and technical direction on complex IT programs.
