This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
MnDOT is seeking a strategic and collaborative leader to provide professional planning leadership and coordination of the agency’s performance measures and risk management programs. This position is responsible for leading the development and implementation of performance reporting for Minnesota’s transportation system, ensuring that information is effectively communicated to both internal and external audiences. The role includes managing a project team to develop and deliver the legislatively required Annual Transportation Performance Report, as well as overseeing MnDOT’s web-based performance measures reporting. In addition, this position serves as the lead staff for risk management programs, guiding the integration of risk management with performance management practices and facilitating risk assessments across various MnDOT functional offices. The incumbent will also lead research, analysis, and outreach efforts in support of department-wide initiatives that advance performance-based planning, performance measurement, risk management, investment analysis, and other key areas of transportation planning and programming.
Minimum Qualifications
Three years of advanced professional transportation planning experience that demonstrates the following:
+ Experience with performance-based planning principles, methods, and techniques sufficient to develop major statewide transportation plans.
+ Experience with performance measurement and risk management.
+ Experience leading plans, research, data analysis, studies, evaluations, and/or other complex processes.
A Bachelor's or Master's degree in Planning, Geography, Urban Studies, Sociology, Political Science substitutes for six months of advanced professional experience.
Preferred Qualifications
+ Demonstrated ability to lead projects and direct the work of multidisciplinary teams.
+ Experience performance management frameworks such as results-based accountability or balanced scorecard.
+ Working knowledge of data visualization tools (e.g., Microsoft Excel, Power BI, Adobe Illustrator) for analysis and reporting.
