The State Highway Administration’s (SHA) Office of Planning and Preliminary Engineering (OPPE) Regional and Intermodal Planning Division is recruiting for a Regional Planner (Transportation Planner IV) position in Baltimore, Maryland. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of work: The Regional Planner serves primarily as SHA’s liaison to the local governments of a specific region, including municipal, county, and regional jurisdictions, as well as to other governmental agencies, business, civic, and community organizations, elected officials, and the general public. The Regional Planner communicates information to and from these stakeholders about SHA’s projects throughout project prioritization, programming, planning, design, right-of-way acquisition, construction, operation, and maintenance. This role serves as the primary SHA point of contact for local governments seeking funding and implementation assistance from SHA for their transportation priorities, programs, and projects.
The Regional Planner supervises an assistant regional planner (ARP), an entry-level employee, who assists in the above day-to-day coordination and liaison activities (in select circumstances, an RP may manage two ARPs or share an ARP with another RP). Additionally, the Regional Planner is responsible for on-the-job training of the ARP, assigning work to the ARP, reviewing the ARP’s work, developing the ARP as a SHA employee ready to advance into more advanced positions, and integrating the ARP into SHA’s workplace culture.

Qualifications
Minimum Qualifications:
Education: Graduation from an accredited college or university with a bachelor's degree that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Transportation Studies, Architecture, Public Administration, Natural Resources Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.
Experience: Three (3) years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by assisting in obtaining, analyzing, and conducting research on demographic, socio-economic, political, cultural, geographic or land-use trends.
Selective Qualification: One and a half (1.5) years of transportation planning experience.

Selective qualifications are utilized when the position requires a specific or additional bona fide occupational qualification (i.e. knowledge, skill, or ability).
Preferred Qualifications:
The ideal candidate should have one or more of the following:
+ Knowledge of MDOT’s Consolidated Transportation Program, the annual consultation meeting “Tour,” and MDOT SHA’s capital program development processes
+ Knowledge of applicable federal and state metropolitan and statewide planning laws, regulations, processes, and procedures
+ Excellent written and verbal communication skills
Notes:
1. Candidates may substitute the possession of a master's degree from an accredited college or university in one of the specified educational fields for one year of the required experience.
2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for the required experience.
3. Candidates may substitute equivalent U.S. Armed Forces military service experience for civilian experience cited above.

Special Requirements:
+ Employees in this position can expect to periodically represent SHA at meetings and other functions outside core business hours
+ Employees in this position will serve an initial probationary period of 6 months, which may be extended to 12 months.
