We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. Department of Health Services - Office of Diversion and Reentry is seeking qualified candidates to fill emergency Health Program Analyst I vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period ends, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Health Program Analyst I.
ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:
The Los Angeles County Department of Health Services (DHS) is the second-largest municipal health system in the nation. DEFINITION:
Participates in planning, implementing, administering, and evaluating mental health and public health programs.
Essential Job Functions
Participates in the development, implementation, and evaluation of health-focused programs.
Assists with the development, implementation, monitoring and evaluation of program policies, goals, and objectives.
Assists with the development and preparation of grants and ensures compliance with grant requirements.
Assists with the coordination, planning and development of budgets for programs; assists with the monitoring of established budgets.
Evaluates contract activities related to compliance, service delivery, operations, and budgets for quality assurance.
Gathers and analyzes information pertaining to the project or program including overall evaluation and prepares a variety of reports and correspondence related to the program.
Assists in formulating and presenting recommendations to management for program modifications or corrective action based on program evaluations.
Coordinates and participates in focus groups with clients regarding quality-of-care issues.
Assists in the development and implementation of community action plans, and aides in the policy passage and implementation process.
Represent or advocate for the needs and rights of clients at hearings or meetings with service providers as needed.
Requirements
SELECTION REQUIREMENTS :
Option I:A Bachelor's Degree from an accredited college or university in a discipline related to the core business function of the department, in Behavioral Sciences, Business Administration, Counseling, Healthcare Administration/Management, Leadership/Organization Development, Public Administration, Public Health, Public Policy, Social Sciences, or Social Work-AND- two (2) years of experience at the level of Management Analyst (https://www.governmentjobs.com/careers/lacounty/classspecs/1066351?keywords=management%20analyst&pagetype=classSpecifications) performing assignments in mental health or public health program analysis.
A Management Analyst in the County of Los Angeles is defined as one who p erforms a variety of analytical, technical, and/or confidential and sensitive assignments in core functional areas of human resources, contract development and administration, or health programs operations and administration.
A Master’s Degree from an accredited college or university in a discipline related to the core business function of the department, in Behavioral Sciences, Business Administration, Counseling, Healthcare Administration/Management, Leadership/Organization Development, Public Administration, Public Health, Public Policy, Social Sciences, or Social Work may be substituted for one (1) year of the required experience.
Option II:Four years of experience performing assignments in mental health or public health program analysis, two years of which must have been at the level of Management Analyst (https://www.governmentjobs.com/careers/lacounty/classspecs/1066351?keywords=management%20analyst&pagetype=classSpecifications) .
Analysis of mental health or public health program is defined as the study and investigation of issues and problems of a mental health or public health program development, implementation, administration, evaluation and the formation of applicable solutions and recommendations.
LICENSE:
A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II - Light:
This class includes administrative and clerical positions requiring a light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
