    The Administrative Program Specialist provides critical programmatic and fiscal support to the Division of Fiscal Services at Louisiana Economic Development (LED). This position primarily supports Accounts Receivable (AR) functions while also managing front-line administrative operations to ensure fiscal accuracy, compliance, and efficiency across the division.

    Minimum Qualifications

    Three years of experience in administrative services; OR

    Six years of full-time work experience in any field; OR

    A bachelor's degree.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    + Manage scanning, filing, and organization of fiscal documents including payables, receivables, contracts, and journal vouchers in SharePoint and the agency file system.

    + Order and track office supplies for the fiscal division and provide backup purchasing support using the LaCarte procurement card in compliance with state regulations.

    + Maintain the contract route log, process final performance evaluations, and assist monitors with contract closeout and documentation.

    + Post and reconcile travel expenses, audit and code telecommunications and technology invoices, and resolve billing discrepancies.

    + Classify and record incoming revenues (checks and wires) in LaGov, ensuring accurate fund coding and alignment with LED’s chart of accounts and program budgets.

    + Maintain and reconcile revenue logs, identify and resolve discrepancies, and support audit preparation and financial reporting.

    + Manage the daily intake, processing, and deposit of payments received for LED programs, ensuring proper documentation and coordination with the State Treasurer’s Office.

    + Serve as the first point of contact for visitors and callers, supporting the division’s administrative and operational needs.
