    Marketing Statement:

    The Washington Metropolitan Area Transit Authority (WMATA) Human Capital Information Management (HCIM) department is seeking a highly skilled, knowledgeable, and motivated Human Capital Management Systems Administrator to join our team. An exceptional candidate should be a detail-oriented professional with strong analytical abilities, with a collaborative mindset, and a deep understanding of HCIM processes and best practices. In this role, a success candidate will play a key part in optimizing and enhancing our Human Capital Management (HCM) systems (Oracle Cloud HCM/Fusion, PeopleSoft) by providing expert guidance on system implementation, configuration, and ongoing maintenance. The successful candidate will support efforts to develop and refine HCIM system modules, support user training, conduct thorough system testing and validation, troubleshoot technical challenges, and ensure alignment with organizational policies. Oracle Fusion configurations experience is required.     MINIMUM QUALIFICATIONS

    Education

    + Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Computer Science/Engineering or Information Systems Management.

    + In lieu of Bachelor's degree, a high school diploma or GED and an additional four (4) yearsof experience in systems analysis and programming in a web application environment or similar work on applications in an Enterprise Resource Planning environment may beconsidered

    Experience

    + Six (6) years of experience in systems analysis and programming in a web application environment or similar work on applications in a PeopleSoft environment and/or Oracle Fusion Cloud Environment.

    + Must include four (4) years of functional experience in an integrated Enterprise Resource Planning system is required.

    + Must include a minimum of one (1) year of hands-on Oracle Fusion Cloud HCM administration experience.

    SUMMARY

    The Human Capital Information Management (HCIM) Systems Administrator oversees and supports the ERP Human Capital Management System, including core HR, recruiting, benefits, self-service, and eProfile. Ensures systems and interfaces meet business needs. Provides functional expertise, configures systems, facilitates training, and ensures compliance. Supports planning, development, documentation, and implementation of HCM applications. Translates business processes into system requirements and communicates with stakeholders and Digital Modernization. Plays a key role in testing and deploying upgrades and enhancements to maintain system performance and alignment with organizational goals.

    Job Duties

    + Configures and maintains Human Capital Management system modules to meet business needs.

    + Conducts system testing and validation to ensure accuracy and effectiveness of systemconfiguration.

    + Troubleshoots problems and provides production support for all applicable Enterprise ResourcePlanning modules. Identifies issues and recommends possible solutions for system improvementsthrough the unit testing process.

    + Ensures the availability and provision of standard reports. Assists users in the development andimplementation of all ad-hoc special reporting requirements. Develops user impact analysis of allsystem changes, improvements or upgrades.

    + Acts as subject matter expert and works directly with Payroll, Human Resources and internalDigital Modernization IT development to support the WMATA custom reports.

    + Collaborates with cross-functional teams to identify system improvements.

    + Works with Payroll and Human Capital on employee data issues and monitors incorrect data onthe job record. Assists Payroll to run reconciliation queries and reports to support each pay cycle.

    + Coordinates meetings with customers, technical team, quality assurance and training groups toensure understanding of the specifications.

    + Works closely with end users to identify system-related training needs and assists in the development and implementation of training solutions.

    + Ensures compliance with organizational policies and relevant labor laws.

    + Maintains accurate records of system configuration, changes, and issues.

    Other Duties

    + Supports the Human Capital Reporting and Analytics team with ad hoc or urgent reporting requests and the HR Shared Services team with Human Capital Management System production support and process improvement.

    + Provides functional and data training to peers and customers.

    + Provides expertise and research opportunities to leverage new technology solutions and industry practices.

    + Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the SafetyManagement System and just culture principles.
