GENERAL FUNCTIONS:
This position is responsible for the following functional areas: Fiscal Services, Buildings and Grounds, Campus Safety, Human Resources, College Services, and Contract Administration. Recommends policy and procedures of a fiscal and operational nature, including budget and planning, purchasing, buildings and grounds, building technical services, and human resources to the President. Administers leases and contracts with external service providers such as food service, vending, and bookstore.
SPECIFIC RESPONSIBILITIES:
The following are typical responsibilities associated with this position:
+ Translates strategic initiatives to specific actions in areas of Finance and Operations.
+ Leads the development of operational and capital budgets through a collaborative, transparent process.
+ Applies cost accounting methodologies to support financial analysis and the creation of key financial metrics.
+ Oversees the planning, implementation, and maintenance of accounting systems and procedures that ensure fiscal integrity and compliance with state, county, and GAAP standards.
+ Negotiates and manages insurance coverage for College property and personnel, as directed by the President.
+ Reviews contracts, grants, and other official documents to ensure compliance and mitigate institutional risk.
+ Oversight of risk management, business continuity, capital project, and sustainability planning efforts.
+ Ensures compliance with financial directives and regulations issued by governmental, accrediting, and other relevant agencies.
+ Serves as the College's Freedom of Information Law (FOIL) Officer.
+ Oversees the fiscal operations, buildings and grounds, college services, campus safety human resources, and contract administration.
+ Oversees the College's Space Planning Committee.
+ Serves on the Genesee Community College Association Board and provides all financial reports and guidance, Serves on other various committees such as the IT Advisory Council Executive Team, Institutional Effectiveness, etc.
+ Creates the annual timeline for budget preparation and Plans of Achievement reporting.
+ Attends Board of Trustees meetings and provides reports as requested.
+ Prepares and reviews reports required by regulatory agencies and the President for presentation to senior leadership and the Board of Trustees.
+ Performs other duties and responsibilities, as assigned by the President.
Job Requirements:
EDUCATION:
An MBA, MPA or Master's Degree in related area is required. Doctorate preferred
EXPERIENCE:
A minimum of seven years of progressively responsible experience in Accounting, Business or Public Administration including at least five years in a supervisory capacity. Familiarity with a broad range of accounting functions, methodologies, budget preparation, review and execution required. Experience with facility and grounds management, campus safety and/or human resources management is highly desired. Experience with contract and management, as well as knowledge of state and federal reporting requirements desired. Experience in higher education, specifically community colleges, not required but is highly desirable.
KNOWLEDGE SKILLS AND ABILITIES:
Must have strong organizational, strategic planning, budgeting, and team-building capabilities. Exceptional verbal and written communication skills are essential, along with the ability to listen actively and communicate clearly, effectively, and decisively. Strong supervisory and team management experience in a service-oriented environment. Must be able to demonstrate a strong commitment to diversity and inclusion. Is mindful of and develops accessibility solutions that can accommodate all individuals to use GCC facilities without barriers, both digitally and physically. Familiarity with Title IX, the Clery Act, and other compliance areas relevant to human resources and campus safety.

COMPENSATION, BENEFITS, AND CONDITIONS OF EMPLOYMENT:
This is a twelve-month, full-time, exempt position. Salary, benefits, and conditions of employment are as set by Procedure 230.
