The State Highway Administration's (SHA) District 3 (Montgomery County and Prince George’s County) is currently recruiting for a Utility Permit Inspector (Transportation Engineering Technician V) position. This position is open to anyone who meets the minimum qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work : This position is responsible for reviewing, issuing, and inspecting a variety of permits, including utility, District Office, and lane closure permits. The District Office permits encompass projects such as bus shelter installations, sidewalk retrofits, residential entrance improvements, red-light camera and automated speed enforcement installations, as well as storm drain enhancements within Prince George’s and Montgomery Counties. In addition, the position is responsible for inspection and material clearance of Commercial Access Permit projects. This role also requires responding to emergencies as needed and handling customer complaints through the CCMS complaint resolution process.

Qualifications

MINIMUM QUALIFICATIONS:

Education : Graduation from a standard high school or possession of a high school equivalency certificate .

Experience: Eight (8) years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.

Selective Qualification: Four (4) years of the required experience must have involved roadway construction. One (1) year of the required experience must have involved utility related construction experience.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).

Notes:

1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience, up to a maximum of three years.

2. Applicants who possess an associate’s degree in either engineering, construction management or surveying or surveying technology from an accredited community college, college or university are considered to have met two years of the five-year experience requirement.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland .

Candidate must possess/obtain the following certifications within six (6) months of hire:

+ Temporary Traffic Control Manager Certification

+ Sediment and Erosion Card

+ Hot Mix Asphalt Certification

+ Certified Concrete Field Technician

+ Soils Certification Technician

+ Pavement Markings Certification

Special Requirements:

This position is considered essential and is expected to be available to work 24 hours/day 7 days/week for emergency situations and/or monitor nighttime construction operations.
