The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-319. This position is located in the Strategy, Planning & Administration Section. Req. 214311
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position is within the Office of Technology Services (OTS), Strategy and Planning area and serves as the information security compliance subject matter expert by providing guidance, recommendations, and consulting with various key stakeholders within state agencies and operational OTS service areas on matters related to information security. This position directs the OTS Information Security Compliance section and receives direction and priority from the Chief Information Security Officer while working alongside additional members of the State's Information Security Team assisting in designing, developing, documenting, communicating, and implementing enterprise information security strategies and solutions to balance security recommendations with business need. This position is additionally responsible for monitoring, validating, and improving internal and external control mechanisms, while enabling and coordinating with State and Federal agencies to work effectively and productively. This position is primarily dedicated to identifying and reducing risk to an acceptable level while striving to align with operation goals and objectives to ensure the recommendations provided support and enable the operational needs of the State.
As an assigned member of the Information Security Team, this position will perform each duty with the highest level of integrity and confidentiality while supporting assigned agencies and OTS service areas with excellent customer service and unwavering professionalism.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Seven years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology or administrative services; OR
A bachelor’s degree plus five years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR
A master’s degree plus four years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Information Security Risk Management
•Direct the Information Security Compliance section. Serve as the OTS Information Security Team, Lead Compliance Officer for multiple Federal and State Regulatory Compliance including but not limited to, Protect Health Information (PHI), Personal Identifiable Information (PII), Federal Tax Information (FTI), Payment Card Industry Data Security Standard (PCI DSS), Family Educational Rights and Privacy Act (FERPA), Criminal Justice Information Services Division (CJIS).
•Conduct and/or provide guidance and direction for information security risk management services by providing security analysis, evaluation, mitigation, and solution recommendations for projects and initiatives.
•Conduct and/or provide guidance and direction for information security activities, including, but not limited to, enterprise-wide or agency-specific application access controls, endpoint configuration, network monitoring, vulnerability management, system event monitoring, and user training.
•Conduct or provide guidance in the planning, design, implementation, documentation, and validation of security solutions created to safeguard critical and confidential resources, networks, computer systems, and data elements.
•Conducts meetings with multiple agency executive staff, administrators, end users, vendors, and other personnel to discuss and resolve operational problems, plans, and other administrative issues.
•Approves the implementation of standards and practices.
•Implement long- intermediate or short-range goals and objectives for all Information Security Compliance tasks, projects, and team members.
Regulatory and Audit Compliance
•Manages and directs State and Federal Security Regulatory Compliance through the Information Security Officers.
•Coordinate and manage all regulatory-required third-party audits or attestation, or self-audits or self-attestations.
•Coordinate and manage the monthly, quarterly, and annual required reports, Plan of Action and Mitigation (POA&M), Corrective Action Plan (CAP), and other documents as required for State and or Federal regulatory compliance.
•Conduct periodic reviews and assessments to ensure the integrity, confidentiality, and availability of the State Wide information system and services are maintained to State and Federal regulatory requirements.
•Collaborates with multiple agencies’ Information Privacy Officers and Legal Teams to ensure alignment between security and privacy compliance programs, including policies, practice,s and investigations.
• Serve as the liaison for the Information Security Compliance Team with State and Federal Agencies.
•Review and make recommendations on all Contracts, Memorandum of Understanding (MOU), Data Sharing Agreement (DSA) or Data Use Agreement (DUA), between OTS and third parties and or other agencies for privacy and information security compliance requirements.
•Submit recommendations to senior management to improve the protection of confidential and or restricted data which the State collects and processes.
•Recommend solutions, provide guidance, coordinate resources, produce documentation, communicate and execute action plans to address all audit findings in a timely and agreed upon manner.
•Produce consistent reports and updates to ensure management is provided with clear and current status of regulatory, compliance, and audit findings
Continuous Education and Awareness
•Attend classes, seminars, webinars, and professional conferences to maintain or improve Information Security knowledge and skills, while also staying abreast of industry best practices for risk management techniques and methods.
•Research, review, and evaluate related technologies, processes, and approaches to identify opportunities to enhance existing information security services.
Additional Responsibilities
•Performs all other tasks, special projects, analysis, studies, and plans as directed by OTS Leadership.

Appointment Type: This vacancy will be filled by promotion of a current permanent status Office of Technology Services employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
