    Description of Job

    GENERAL RESPONSIBILITIES

    The Teacher of the Visually Impaired (TVI) plays a vital role in bringing access, advocacy, and innovation to students who are blind, low vision, or deafblind across Colorado. Reporting to the Director of Outreach Programs, this position provides instructional support, assessments, and guidance to children and families from birth through age 21.

     

    Through collaboration with school districts, BOCES, and families, the TVI helps build inclusive learning environments where every child can thrive whether in a preschool classroom, a home visit, or a high school transition meeting. This role blends teaching expertise with creativity, flexibility, and a passion for empowering learners with visual impairments to meet and exceed Colorado Academic Standards.

    JOB FUNCTIONS

    - Provide standards-based instruction and assessments aligned with the Individualized Education Program (IEP) or Individualized Family Service Plan (IFSP).

     

    - Prepare lesson plans, adapt instructional materials, and facilitate learning across onsite, virtual, and community-based environments.

     

    - Serve as a member of multidisciplinary teams to identify, develop, implement, and evaluate student objectives.

     

    - Coordinate effectively with educational staff and families to support student success and program goals.

     

    - Manage referrals, track caseloads, document service delivery, and maintain communication with contracted districts and BOCES.

     

    - Provide student notes, progress reports, and updates to contracted districts, BOCES, and families throughout the service period (e.g., quarterly, at IEP/IFSP and planning meetings, and at the end of the contract, as appropriate).

     

    - Submit all required documentation and paperwork—such as progress notes, data reports, and billing records—accurately and within established timelines and guidelines.

     

    - Provide timely data required by the Colorado Instructional Materials Center (CIMC).

     

    - Conduct assessments as requested by districts

     

    - Offer parent consultation and participate in parent-focused activities.

     

    - Develop and deliver professional development for educational teams statewide.

     

    - Contribute to planning and implementing short-term and Expanded Core Curriculum (ECC) programming, including data collection and event coordination.

     

    - Participate in Outreach and CSDB team meetings and other duties as assigned.

     

    - Submit identified progress reports and notes to the school districts and early intervention brokers on the identified schedule.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    QUALIFICATIONS

    - Bachelor’s or Master’s Degree in Education or closely related field from an accredited college or university, with specialization in Education of the Visually Impaired.

     

    - Must hold or be eligible for appropriate educator licensure in the State of Colorado, endorsed as a Special Education Specialist: Visually Impaired.

     

    - 5+ years’ experience as an itinerant teacher working with children who are blind, low vision and/or multiple disabilities.

     

    - Demonstrate competency in Braille by the end of the first instructional year, as evidenced by possession of a CDE Certificate of Braille Competency.

     

    Preferred Qualification: dual certification / licensure in Orientation and Mobility.

    KNOWLEDGE, SKILLS, ABILITIES

    - Knowledge of and ability to apply current standards-based educational practices associated with children who are blind, low vision to a variety of settings.

     

    - Knowledge of ECC for students who are blind, low vision, including those with multiple disabilities.

     

    - Knowledge of and ability to assess and apply technology to perform the requirements of the position; ability to effectively utilize a variety of computer software applications, which may include but is not limited to e-mail, internet, word processing, electronic calendar, presentation development, spreadsheet, database, etc.; willingness to stay current and develop skills as needed with or without direct support from CSDB.

     

    - Knowledge of and ability to effectively adapt and apply teaching skills, classroom management and lesson preparation, which may include but is not limited to onsite classroom, telepresence, multiple distance education technologies and delivery modes; ability to effectively implement technology necessary to model, teach, and assist students relative to classroom instruction and activities.

     

    - Skills in the areas of task analysis, progress monitoring, ECC, assessment, behavior management, organization / planning, curriculum development, current technology practices relative to students who have vision loss, parent relations and teamwork.

     

    - Knowledge and understanding of services for students with vision loss in educational settings.

     

    - Ability to effectively implement current technologies utilized by students who are blind, deafblind, low vision.

     

    - Ability to resolve issues related to parent support and service delivery decisions.

     

    - Ability to respond effectively and positively to feedback.

     

    - Ability to work cooperatively with others and participate effectively in a team setting.

     

    - Strong, positive interpersonal skills and leadership skills.

     

    - Ability and willingness to travel (frequently) throughout the state of Colorado.

     

    - Proficiency or commitment to work toward proficiency in American Sign Language (ASL) at the required skill level as demonstrated through an appropriate assessment tool and per school policies.

     

    - Ability to demonstrate positive interpersonal skills with other CSDB staff and invested partners, and the ability to adhere to CSDB’s Core Values

    ORGANIZATIONAL RELATIONSHIPS

    - Reports to and is evaluated by the Director of Outreach Programs

    TERMS OF EMPLOYMENT

    Part-time(0.75 FTE), 195 days per year. The position follows a 195-day schedule, typically aligned with the academic year (August–June), with a flexible work schedule that may include evenings, weekends, and summer events as short-term programming and professional development opportunities continue to expand. Note: As Outreach programming evolves, summer work may become a regular part of this position’s annual schedule.

     

    Compensation:Base salary established pursuant to the Colorado Springs School District 11 Teacher Salary Schedule, based on education and experience, and prorated at 0.75 FTE.

     

    Employment Status: At-will, with no actual, expressed, or implied contract.

     

    EFFECTIVE DATE November 1, 2025
