Summary You will serve as a SUPERVISORY PROJECT MANAGER in the Nuclear Production Manager Department (Code 300 N) of NORFOLK NAVAL SHIPYARD. Responsibilities You will be responsible for planning and coordinating and directing the overall department efforts. You will serve as the senior consultant and advisor to all levels of shipyard management relative to the feasibility of workload commitments and work schedule modifications on project availabilities. You will establish and revise priorities and procedures. You will initiate changes in program emphasis, manpower ceilings, budget requirements and organization structures. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with project management to include work flow, plant layout, time and engineered work standards, work simplification, safety, production control requisitioning, storage, delivery, inventory and material handling, cost control, direct labor, material costs, equipment costs, and shipyard operations overhead costs, budget control, and personnel management. Experience with repair planning, work execution, and performance monitoring as an authority on the planning and execution of ship overhaul or inactivation/recycling work that includes all phases of nuclear and non-nuclear ship repair and overhaul as well as experience managing major projects. Experience with Advanced Industrial Management (AIM), Critical Path Method (CPM) Analysis, Performance Measurement and Control System (PMC), regulations concerning costing and other programs as deemed necessary to ensure the ability to fully evaluate the performance of projects. Experience with shipyard nuclear and non-nuclear production planning and control, ship systems engineering, ship systems testing, material management, equipment, facilities. Experience with effective communication, both orally and in writing, with all levels of management, including external organizations.
