General Statement of Duties
This employee leads, directs, and actively participates in the work of a field crew responsible for the excavation, repair, rehabilitation, and maintenance of assets in MSD's wastewater collection system. Employee ensures work quality and adherence to established policies, procedures, and safety guidelines and performs the more technical and complex tasks. Performs related duties as required.
Minimum Qualifications (KSAs)

Knowledge of:
City, departmental, and OSHA policies and regulations related to safety, including principles of "competent person" training for trenching and shoring
Traffic control principles and methods.
Principles of good customer service.
General departmental policies and regulations.
Proper techniques and uses of a variety of hand tools and power tools. Basic design, operation, rehabilitation, and maintenance principles of a wastewater collection system
Skill to:
Operate various hand and power tools including manhole hooks, chains, cutters, hammers, hand saws, ratchets, wrenches, jack hammers, asphalt saws, cement/water saws, chipping hammers, power drills, air drills, flushing nozzles, root cutters, and drain cleaning machines.
Operate trench boxes, circular concrete forms, hoists, winches, mechanical and air tampers, generators, water pumps, air compressors, and high-pressure water hoses.
Operate heavy motor equipment such as forklifts, dump trucks, street sweepers, backhoes, tractors, and flush trucks.
Operate closed-circuit television (CCTV) "tap cameras" and use electronic locating tools, sondes, gas detectors, and metal detectors.
Utilize radio communication devices for field coordination.
Use laptop computers and mobile data systems to input project data into work order systems accurately.
Safely and effectively use rakes, shovels, post hole diggers, and related manual tools for excavation and site maintenance.
Use geospatial concepts, Geographical Information System (GIS) Applications, data analysis techniques and mapping principles to solve complex spatial problems. Properly use and maintain personal protective equipment (PPE) and other safety-related gear in accordance with established safety standards and protocols.
Use computers and mobile devices, including Microsoft and Apple operating systems, Microsoft Office applications, and mobile applications on cellular phones and tablets.
Ability to:
Supervise, train, mentor, and evaluate members of working crews.
Determine work priorities; schedule, assign and direct work of crew members.
Perform strenuous manual labor tasks; lift and carry loads of more than 50 lbs.
Perform manual labor tasks in extreme weather conditions.
Work in confined spaces; work in excavations; work in actively flowing combined or sanitary sewers; work on ladders or scaffolds.
Follow written and verbal instructions.
Communicate clearly and concisely, both orally and in writing.
Write assigned reports and correspondence.
Read, understand and apply the information contained in sewer record drawings, GIS data, maintenance records and inspection reports.
Use closed-circuit TV reports and/or work orders to plan, set up and complete sewer repair jobs.
Order materials, supplies; requisition safety personnel or other staff.
Schedule street/sidewalk restorations.
Use and understand hand signals to communicate in high-noise environments.
Explain sewer repair jobs to affected citizens in understandable terms. Effectively and productively communicate with customers, co-workers, and direct reports. Identify, analyze and solve complex problems. Analyze the effectiveness of existing Standard Operating Procedures and suggest practical modifications to improve system efficiency. Represent the Wastewater Collection Division in a courteous, professional and helpful manner to its customers
EXAMPLES OF WORK PERFORMED:

Directs and actively participates in the work of a crew responsible for the repair, rehabilitation and maintenance of assets in MSD's wastewater collection system.
Identifies resource needs for projects and assignments; reviews needs with appropriate supervisory staff.
Sets up project work sites; manages and directs mainline and building sewer repairs.
Manages and completes manhole installation, repairs, and rehabilitation projects.
Replaces and maintains air release valves on pressurized wastewater force mains.
Assembles and disassembles flood gates in City of Cincinnati floodwall system.
Monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
Keeps records of employee attendance and on-the-job performance; trains and mentors members of working crew in proper use of tools and proper performance of job duties.
Inspects facilities and fixtures to ensure they are properly maintained; identifies and mitigates potentially hazardous situations; investigates accidents, complaints, or vandalism on assigned property.
Writes reports and completes correspondence as assigned; keeps records as assigned.
Assists those contacted in the course of duty in an effective, efficient, and professional manner.
Attends training classes as assigned.
Required Education and Experience
Open:
Each applicant must have a High School Diploma or equivalent and a minimum of three (3) years of fulltime experience in the excavation and repair of sanitary sewer, storm sewer, water, or gas conveyance system assets.
OTHER REQUIREMENTS
Must have a valid Class A or Class B Commercial Driver's License.
May be required to possess or obtain certification in the use of Self Contained Breathing Apparatus. May be required to possess or obtain a Transportation Worker Identification Card (TWIC), depending on work assignment
Certification in operation of heavy equipment (fork lifts, etc.) may be required.
Certification in first aid and/or CPR will be required. May be required to work irregular hours, weekends, depending on work assignment.
MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
Working and Physical Conditions
Environmental Conditions: Indoor and outdoor environments; exposure to extremes in weather conditions; exposure to vibrations, noise; work on slippery or uneven surfaces, on ladders or scaffolds, below ground, in excavations, in or around water; work with and around heavy machinery, in or near vehicle traffic; exposure to active flow in a wastewater collection system, dust and fumes from motorized equipment, cleaning products, industrial chemicals; dust.
Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for extended periods of time; moderate and heavy lifting and carrying; climbing, kneeling, bending, reaching, pushing, pulling; ability to distinguish colors; must be able to operate assigned vehicle (if applicable).

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.
Flexible Benefits Plans
Healthcare Flex Spending Account
City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.
Dependent Care Flex Spending Account
City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.
Transportation Expense Reimbursement Account
City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.
Healthy Lifestyles Program
City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.
Integrated Health Reimbursement Arrangement (HRA)
This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.
Retirement Plan
The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.
Deferred Compensation
As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
