Summary Incumbent is responsible for pre-award functions for procurements involving complex contracts of highly specialized, extensive new or innovative equipment systems, construction projects and services. (Examples are design/build construction projects using performance specifications, A/E contracts, complex services like professional services, grants, and cooperative agreements, custodial, guard service, snow removal, and services relating to the health and safety of personnel. Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbent typical work assignments may include the following: 1. Monitor contractor's performance for compliance with terms and conditions of contracts. 2. Resolve requests for equitable adjustments, claims, and disputes. 3. Evaluate responses to solicitations, including price reasonableness, adequacy of competition, compliance with solicitations, and probability of meeting requirements. 4. Prepare price negotiation memoranda for complex and innovative requirements such as design/build construction projects and other complex contract requirements. 5. Negotiate proposals and executes modifications; documents actions. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Basic Requirement for 1102 SERIES: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.In addition to meeting the above Basic Requirements, you must meet the following experience. You may qualify at the NH-03 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level/ NH-02 pay band in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: 1) Providing advice and guidance on procurement requests and requirements to assure clarity, adequacy and completeness; 2) Performing contractual pre-award and post-award functions to determine method of procurement and contract type, documenting acquisition strategy, and obtaining appropriate approvals; 3) Analyzing and evaluating cost and pricing data to determine cost or price reasonableness; and 4) Negotiating changes in price(s), terms and conditions, overhead rate agreements due to contract modifications, and changed site condition(s), etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
