    Job Description

    Reporting to the Deputy Commissioner/Chief Operations Officer of the Staten Island Ferry, serves as the Executive Director of Support Services for the Ferry Division, overseeing the Budget, Administration, as well as the day-to-day operations of the Deputy Commissioners Office.

     

    EXAMPLES OF TYPICAL TASKS: Manages and directs the following key sections: The Deputy Commissioner’s Office, The Budget and Finance Division, and Human Resources, Personnel, Labor Relations; Payroll & Timekeeping and Grants Administration. Formulates policies and procedures for and manages on an executive level, with a wide latitude for the exercise of independent judgment and action, all areas under the broad umbrella of administrative services. Suggests and implements broad policy with regard to all facets of activities and serves as the Division's representative in activities coordinated by Agency administration. Evaluate and develop alternative solutions for problematic situations.

     

    - Serves as a strategic advisor to the Deputy Commissioner by managing cross-functional initiatives and ensuring alignment with interdepartmental and agency initiatives and priorities

     

    - Provides support for the Deputy Commissioner by drafting memos, background documents, reports, speeches, presentation materials, and ensuring interdepartmental accountability

     

    - Oversees day-to-day operations of the Deputy Commissioner’s administrative staff, managing permits, ridership data, customer service, public engagement, events, scheduling, and travel

     

    - Act as the department’s liaison between the Borough Commissioner’s Office, Elected Officials, City Hall, community stakeholders, and other internal and external agency staff at the local, state, and federal levels

     

    - Set and oversee the department’s communications strategy, manage urgent and ongoing priorities and Press inquiries, to align messaging with the agency and City’s goals

     

    - Serves as Director of Private Ferry Administration to license and manage private commuter ferries within the New York Harbor

     

    - Lead all EDC/external (non-engineering) projects, including terminal leases, concessions, advertising, etc.

     

    - Lead new workforce development initiatives like the Marine Oiler Trainee Program

     

    - Provide leadership and oversight to the Ferries Budget and Human Resources teams to streamline existing practices

     

    - Provide leadership and oversight of structural or organizational issues facing the unit, as well as advising on key hiring initiatives

     

    - Oversee and manages additional department initiatives/projects within the Ferries portfolio to ensure appropriate goals and timelines are met, including resolving administrative hurdles and providing detail-oriented project management

     

    - Provide leadership and oversight on the (capital and expense) budget and program to efficiently allocate resources, grants, contracts, administration, procurement, personnel, labor relations, payroll, timekeeping, fleet, assignments, and project delivery

    PREFERRED SKILLS

    The candidate shall possess skills and experience in procedures and policies, management, personnel and labor relations, contract management, and effective verbal and written communication skills.

    ADMINISTRATIVE CITY PLANNER - 10053

    Qualifications

    1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or

    2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial

     

    experience."
