    Job Description

    About the Agency:

The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and education programs for tenants and building owners.

Your Team: The Office of Policy and Strategy (OPS) leverage its expertise to guide and support HPD and its many Offices in their efforts to deepen their impact, optimize their efficiency, and become more data-driven, climate-adaptive, and mission-focused. As part of OPS, the Division of Strategic Operations and Analytics (SOA) works to increase HPD's impact by analyzing and improving operations agency-wide. SOA does this by clarifying HPD program missions, objectives, and stakeholders; implementing initiatives that advance HPD's goals; analyzing data to deliver actionable insights to HPD programs; and increasing the agency's overall ability to leverage data.

Your Impact: As an Analyst on the Data & Program Analytics (DPA) team within SOA, you will manage critical analytic projects and initiatives that advance HPD’s mission to provide safe, secure and affordable housing for New Yorkers. Your Role:

Reporting to the Executive Director of Data & Program Analytics, you will lead a portfolio of high-impact analytical projects that improve operations and inform policy for HPD’s housing programs. Your work will turn complex data into practical insights that strengthen how the agency delivers affordable housing. Projects may include analyzing program interventions to preserve and stabilize housing quality, developing dashboards to help program teams monitor operations and outcomes, and using administrative data to support the design and refinement of affordable housing preservation and production programs.

    Your Responsibilities:

    - Lead in-depth analytic projects and use data storytelling to communicate insights that inform housing program performance and design

    - Gather, clean, merge, and analyze large, complex datasets to produce clear analytic reports, models, and dashboards that support data-driven decision-making

    - Collaborate with program staff, senior managers, and other stakeholders to collect information and context, while developing a strong understanding of program operations, policy goals, and datasets within your portfolio

    - Provide technical assistance to program staff on using data-driven program management tools

    - Develop and refine performance metrics that measure progress and illustrate the impact of HPD’s work on New Yorkers

    - Respond to ad hoc data requests from HPD programs, senior leadership, and external stakeholders with timely and accurate analysis

    Preferred skills:

The ideal candidate will be an inquisitive problem-solver who is eager to grow into new responsibilities, with the following skills:

    - Strong communication and interpersonal skills; ability to convey data analysis and concepts to colleagues with varying levels of comfort with data

    - Data enthusiast with a passion for using data to improve government policies and learning new tools

    - Experience with coding, visualizing data, and statistical analysis software such as advanced Excel, Python, R, Power BI, and/or other geospatial tools

    - Collaborative, team player with the ability to also drive things forward independently

A graduate degree in a relevant field is a plus. Candidates without government experience with an interest in applying their skills to HPD’s mission are encouraged to apply.

Note: This position is eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
