General Statement of Duties
The City of Eugene is recruiting for an Aquatics Programmer. The ideal candidate for the Recreation Programmer position will bring a solid understanding of inclusive programming principles, current trends, and best practices to support recreation, social, and cultural services for patrons of all ages.
This position coordinates day-to-day activities independently within guidelines, teaches recreation activities, and provides lead direction over temporary staff. Provides a safe environment for learning and fitness in a variety of community programs. This includes expertise in recreation program development and implementation, national and regional trends, relevant literature, and community resources, as well as knowledge of community recreational, social, and cultural needs, and applicable federal, state, and local laws. Familiarity with modern office procedures, equipment, record-keeping practices, and supervisory principles, including staff training and performance evaluation, is essential.
This role requires a genuine enthusiasm for engaging with people of all ages and backgrounds. Working closely with a supportive and creative team, the Recreation Programmer will thrive in a dynamic, forward- thinking environment that values feedback and adaptability.

Examples of Duties Performed - Duties may include but are not limited to the following
+ Develops, organizes, schedules, implements, supervises, evaluates, and enhances program activities and services in assigned areas.
+ Provides program coverage as needed, adjusting to fluctuating responsibilities based on the needs of program participants and city demands
+ Develops, coordinates, and teaches, leads, and provides lifeguarding services for assigned recreation classes and activities, such as swimming and fitness classes, children’s, teen or senior programs, specialized recreation or outdoor recreation classes and special events.
+ Provides instruction on proper use of facilities and monitors the use of equipment. Schedules recreation classes and program activities for Aquatics; coordinates major scheduling issues with programming staff and/or supervisor.
+ Responds to emergency situations as required, administering first-aid and CPR, and contacting emergency medical authorities immediately.
+ Must be adaptable, with some days dedicated entirely to direct service within a single program or event, while others may require managing multiple programs simultaneously.
+ Assists with long-range planning and the development of program goals and objectives in line with departmental and community needs.
+ Supports or Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
+ Promotes diversity, equity, and inclusion by implementing diversity work plans; facilitates staff development and ensures program accommodations and accessibility.
+ Markets and promotes programs and services through various media channels, including flyers, social media, and partners with department marketing team.
+ Assists with program budget development and monitoring, maintains accurate records, collects program survey data and generates expenditure reports; creates manuals, handouts, and updates center procedures as needed.
+ Purchases and maintains necessary equipment and supplies.
+ Collaborates with internal and external partners (e.g., department members, public/private agencies, community groups) to coordinate balanced programs and special events; may serve on City committees and task forces.
+ Monitors program compliance with regulations; provides front desk support as needed and oversees maintenance of assigned facilities and equipment; May manage contracts with external contractors in coordination with Recreation Office Coordinator as necessary.
+ May require the use of City owned vehicles to travel to multiple Recreation sites.
+ Performs related and other duties as assigned.

Minimum Qualifications
Experience
Two years of experience in the implementation of recreational, social and cultural programs and services directly related to the assigned area of responsibility.
OR
Two years of experience in the implementation of recreational, social and cultural programs and services directly related to the assigned area of responsibility.
One year experience as lead/manager role preferred.
Education
Equivalent to a bachelor’s degree in recreation, or a closely related field.
Background
Must pass a background check.
Licenses and Certifications:
+ Ability to obtain an Oregon Driver’s License within 30 days of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
+ Valid First Aid, Youth/ Child/ Adult CPR, Lifeguarding Certification (must be able to obtain the Red Cross Lifeguarding certification within three months of hire).

+ Principles and practices of developing and implementing recreation programs in the assigned area.

+ Plan, coordinate, organize and implement programs and services suited to the needs of patrons in assigned area.
+ Develop and evaluate activities based upon the needs of patrons.
+ Work as part of a service team to establish and promote goals of the Recreation Division and City.
+ Work directly with youth and families, involving them in planning and development of programs.
+ Provide effective supervision and coaching to regular and temporary staff.
+ Evaluate and monitor program risks and liability.
+ Monitor budget within allocation for programs and activities in assigned area. Maintain and develop record keeping procedures.
+ Utilize community resources and organizational support in delivery of program services.
+ Communicate clearly and concisely, both orally and in writing.
+ Organize, prioritize, and carry out responsibilities in a thorough and timely manner.
+ Effectively market programs and services.
+ Learn the operation, policy and procedures of the department.
+ Utilize modern office procedures, methods and computer equipment.
+ Establish and maintain cooperative working relationships with those contacted in the course of work; network and collaborate with other service agencies.
+ Exercise diplomacy in confronting and resolving conflicts and sensitive issues; respect patrons rights to autonomy and confidentiality.
+ Work independently with off-site supervision.
+ Follow written and oral instruction.
Supplemental Information
Bilingual Pay Benefit
This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.
Eligibility List
This posting may also be used to establish an eligibility list of applicants for future vacancies. Candidates that are placed on the eligibility list will be notified via email which will include the duration of the list and how notification of call up will occur.
Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296. The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
