SUMMARY OF POSITION FUNCTION:
The HR Specialist – Recruiter plays a crucial role in supporting the agency’s mission by coordinating and leading recruitment efforts to attract and retain top talent. Working within the framework of the agency’s strategic recruitment plan, this role is responsible for sourcing candidates, managing the full-cycle recruitment process, and collaborating closely with hiring managers to ensure staffing needs are met in alignment with the agency’s values and workforce diversity goals. The recruiter tracks and reports on HR metrics and participates in organizational initiatives that promote employee engagement, diversity, and agency-wide growth.
MAJOR DUTIES AND RESPONSIBILITIES:
+ Develop, maintain, and update the Agency’s Strategic Recruitment Plan, ensuring alignment with agency goals and workforce planning.
+ Actively work to embed equity, diversity, and inclusion in all recruitment practices, ensuring fair and inclusive hiring processes that align with the Agency’s mission.
+ Ensure adherence to EEO, ADA, FMLA, and other employment-related laws in recruitment activities.
+ Monitor key recruitment metrics, such as time-to-fill and applicant conversion rates, to support continuous improvement in the hiring process.
+ Manage the full recruitment life cycle, including posting positions internally and externally, screening applicants, scheduling interviews, and conducting reference checks.
+ Actively source and engage with potential candidates through multiple channels, including job fairs, community events, online job boards, and direct outreach.
+ Develop and maintain job descriptions, pay grades, and compensation structures in collaboration with HR and Executive leadership, ensuring accuracy and equity.
+ Participate in agency committees and initiatives (e.g., safety, wellness, DEI, staff appreciation) to support a vibrant workplace culture.
+ Build relationships with community partners, colleges, employment agencies, and professional associations to expand applicant pipelines and enhance the agency’s visibility.
+ Achieves staffing objectives by recruiting and evaluating job candidates; advising managers; and managing relocations and intern program.
+ Preparation for and conduct biweekly orientation of new hire employees.
+ Backup to onboarding activities to ensure a smooth transition for new hires and reinforce the agency’s mission and values.
+ Provide monthly and/or quarterly HR metrics and recruitment data to HR leadership and agency stakeholders.
+ Stay current on industry best practices and labor market trends to inform innovative recruitment strategies.
+ Collaborate with HR team members to ensure compliance with federal and state employment regulations and internal policies.
+ Cross-train with HR colleagues to provide seamless support to the team and the agency’s workforce.
+ Perform other related duties as assigned to support the agency’s ongoing needs.
+ Assist and engage with Executive Manager of Development and Community and Govt. Relations to enhance job visibility, strengthen our employer brand, and attract top talent through strategic posting and promotional efforts.

EDUCATION REQUIREMENTS:
+ Associates degree in human resources, Business, or related field required
EXPERIENCE:
+ Minimum 2-year recruitment experience required
+ Must possess a valid New York state Driver’s License with an acceptable driving record
COMPENSATION: $23.09/hr- $29.44/hr
