The team operates around 50 sites in 32 states with a robust development pipeline.

     

    About the role

     

    The Cost Engineering Discipline Lead is based in Houston, Texas responsible for developing, monitoring, reporting, and communicating cost performance of development’s capital projects. This role will support the implementation and execution of Archaea’s Cost Engineering and Cost Management Guidelines in alignment with Archaea’s project stage gate process. This role provides contractor oversight to standardize and improve transparency of cost performance reporting, including but not limited to; budget control and management, forecasting methodologies, variance analysis and accrued capex reporting. The Cost Engineering Discipline Lead sets up and maintains Archaea’s project cost management system and interfaces with internal stakeholders and contractors as required to facilitate accurate forecasting of project Estimate at Complete (EAC’s), and ensures actual and incurred costs or Value of Work Done (VOWD) are accurately represented in alignment with the work breakdown structure. This role has a direct effect on the development’s capital portfolio forecast accuracy and cash flow predictability and influences overall cost outcomes. The role will also be responsible for performance reporting utilizing Archaea’s internal dashboarding tool, Domo, and will work to integrate cost performance reporting data from project level. The role will interact with stakeholders in Project Management, Project Controls, Commercial, Engineering, Procurement, Construction, Operations, and Finance.

     

    This role is a leadership role within the Development organization reporting to the VP of Project Controls.

    Key accountabilities

    + Develop and maintain strong working relationships with the Project Managers, Commercial, Project Control, Engineering Leads, Procurement, Construction, Commissioning and Operations team members.

    + Provide oversight to Contractor’s Engineering Home Office and Site Contractor Teams

    + Function as the main point of contact for all day-to-day project cost related activity, cost performance management and reporting.

    + Use performance data to provide timely project insights to project leadership team.

    + Apply cost controls policies, procedures, processes, guidelines, tools, and templates.

    + Maintain compliance with Archaea’s Published Guidelines and Project Stage Gate as it relates to cost controls.

    + Aligns cost performance reporting with Joint Venture reporting requirements.

    + Support the development of appropriate project budgets, with appropriate escalation and allowance, based upon stage gate authorization and approved cost estimate.

    + Utilize Archaea’s work breakdown structure to monitor the cost.

    + Monitor appropriate cost performance indicators to assure project progress and cost performance.

    + Provide relevant & specific expertise to diagnose, investigate & overcome problems.

    + Monitor the performance of the approved project budget in comparison with the project targets.

    + Integrates Archaea’s Change Management process and maintains management guidelines.

    + Develop and maintain UAP drawdown strategy and reporting.

    + Monitor and control appropriate allowances, escalation, and UAP.

    + Identify risks and cost reduction opportunities.

    + Monitor the current level of commitments, actuals, accruals, and value of work done to provide accurate reporting of work in progress and current estimates.

    + Ensure contractor’s POs and invoices are complete and consistent with the WBS and defined scope of work.

    + Ensure costs are accurate and properly assigned according to the defined work breakdown structure.

    + Develop and maintain an accrued capex phased forecast profile based on VOWD.

    + Develop and issue progress reports and forecasts to appropriate stakeholders

    + Develop stage gate deliverables related to costs.

    + Interface with Finance, Control & Accounting functions. Verify accuracy of actual cost, invoices paid, and charges settled to the correct cost elements.

    + Prepare final cost reports and financial closeout documentation, reconciliations, and reports.

    + Supply cost data for the benchmarking process and facilitate preparation for aspects associated with cost.

    + Make cost performance information more easily accessible.

    + Provide leadership with forward-looking information identifying expected project cost outcome and comparisons against approved targets.

    + Assist in the development of stage gate appropriate Authorization for Expenditure (AFE’s), coordination of financial updates, internal Project Controls verification reviews and regular overall project cost reporting.

    + Ensure compliance with Archaea’s Code of Conduct and models Archaea’s Values & Behaviors

    Essential education

    + Degree in Engineering, Business or Project Management or related field

    Essential experience

    + More than 15 years of relevant professional experience (within the Chemical / Petrochemical / Industrial / Refining / Production Areas) in Project Management or Project Controls

    + More than 5 years’ experience with leading people. Ability to coach, mentor and share best practice and knowledge is essential.

    + Excellent communication skills.

    + Strong analytical skills with expertise in excel and other data analysis tools to interface, influence, and collaborate effectively with members of the Development Leadership Team

    + Advanced maturity and discretion in handling confidential and secure information

    + Ability to prioritize, consult well with others, and remain calm to manage multiple demands and cope with change.

    + “Can do” attitude as a key team member with flexibility, enthusiasm, reliability, and discretion.

    + Treat obstacles as challenges to overcome.

    + Adopts and promotes a working environment of team excellence and respect.

    Desirable criteria

    + Onshore Project Experience

    + Good understanding of different methods of project / government financing / funding and legislation

    + Ability to harness use of digital tools to provide quality reporting information.

    How much do we pay? $126,700 - $181,000. *Note that the pay range listed for this position is a genuinely expected and reasonable estimate of the range of possible base compensation at the time of posting.

     

    This position offers paid vacation depending on your years of relevant industry experience and will range from 120 – 240 hours of vacation per year for full times employees (60 - 240 hours of vacation per year for part time employees). You will also be eligible for 9 paid holidays per year and 2 personal choice holidays.
