This recruitment is restricted to current permanent civil service employees of the City and County of San Francisco working within the immediate lower-level classification, 1663 Patient Accounts Supervisor.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.
The eligible list resulting from this recruitment may be utilized to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list.
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
+ Administers the staff and activities within the Billing department through subordinate supervisory personnel with goal of maximizing efficiency and accuracy of billing processes and maximizing payments;
+ Coordinates, communicates and works with various hospital and clinical departments on billing-related activities, developing workflows, troubleshooting issues, and improving efficiency;
+ Maximizes staff productivity by assigning duties, setting goals and expectations for performance. Makes recommendations concerning employee status. Implements ongoing staff development learning and professional growth;
+ Develops, coordinates, documents and enforces policies, methods and procedures. Conducts staff meetings for the purpose of evaluating and disseminating information about departmental policies and procedures;
+ Performs various administrative duties such as preparing input for the annual audits and reviews, investigating complaints about services, attending meetings to exchange information and plan procedures;
+ Reviews and interprets computer-produced reports, daily statistical data, and accounts receivable numbers to monitor overall department performance, revenue analysis or monitoring and tracking of issues;
+ Performs revenue analysis related to charge errors, claims submission volume, denials and trends based on claim type and/or payer, including unbilled inventory to ensure the team is prioritizing their work and focus on resolving billing issues in a timely manner;
+ Coordinates electronic data processing, billings, and collections and data submitted by departments providing medical services. Administers the collecting, editing, transmission and controls over data required for electronic claim submission. Works closely with IT and Vendors to ensure proper system function and claiming logic is in place;
+ Monitors, interprets and implements billing rules, regulations and provider updates related to Medicare and Medi-Cal via review of released materials. Attends payer and vendor meetings for information and knowledge sharing
The 1664 Patients Accounts Manager also performs other related duties as required.
Minimum Qualifications – Required
+ Current Permanent Civil Service City Employee in class 1663 Patient Accounts Supervisor, who passed probation;* AND
+ EXPERIENCE: Five (5) years of experience billing, claims processing, and/or collecting healthcare service reimbursements or medical claims from Medi-Cal (Medicaid), Medicare, insurance, third party payors, and individual payors in a hospital healthcare agency or healthcare billing organization of which three (3) years must be in a supervising capacity.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

*Prior to appointment, permanent civil service employees must have passed probation in class 1663 Patient Accounts Supervisor.

It will serve as the Training and Experience Assessment for this recruitment and will be used to determine your eligibility for this recruitment as well as your score and rank on the eligible list. Qualified applicants will be ranked on the eligible list based on the amount of training/education and experience above the minimum qualifications for the 1664 Patient Accounts Manager, along with any additional qualifying points (e.g., promotive status), as outlined in Civil Service Commission (CSC) rules. All work history will be verified using official City records, which will serve as the final authority in determining qualifying service.
Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Certification
The certification rule for the eligible list resulting from this examination will be the Rule of List Scores.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
