    POSITION CONCEPT

    The Safety organization is responsible for leadership and safety support of over 2,500 Tampa Electric Company

    team members. The Safety department works with business units to establish and set safety expectations for

     

    employees and contractors working on our TEC system; provides guidance on Public Safety Programs; manages

     

    the occupational safety, health activities, and accident/loss prevention efforts for Tampa Electric Company and

     

    advocates a behaviorally based safety culture enabling the business units to World Class Safety.

    PRIMARY DUTIES AND RESPONSIBILITIES

    1. Under minimal guidance, monitor and ensure contractor and team member compliance with federal,

     

    state, local and corporate safety requirements including Tampa Electric Safe Work Practices, Procedures,

     

    Policies and Programs.

     

    2. Under minimal guidance, develop and conduct safety training.

    3. Provide guidance to business units on the implementation of the Safety Management System 10 Elements:

     

    Safety Leadership; Risk Management; Programs, Procedures & Practices; Communication, Training &

     

    Awareness; Culture & Behavior; Contractor Safety; Asset Integrity; Measuring & Reporting; Incident

     

    Management & Investigations; and Auditing & Compliance.

     

    4. Support the implementation of the TEC Auditing & Compliance Program by conducting audits and

     

    compliance checks.

     

    5. Assist with and guide the investigation of injuries and other safety incidents to determine root causes and

    means to prevent recurrence with minimal guidance from a senior level safety professional or safety

    manager. Develop and communicate lessons learned documents as appropriate.

     

    6. Perform regular field visits and ensure compliance with applicable regulations and policies. Identify and

     

    evaluate hazards, provide feedback and research and recommend control strategies for the hazards.

     

    7. Develop and implement of the annual employee safety communication and training plan.

    8. Under minimal direction, guides department managers and safety committees with planning for safety

    meetings on a regular basis to establish a two-way communication with employees concerning their health

    and safety. Participates in meetings to inform employees, to discuss incidents, to demonstrate training

     

    techniques, tools and equipment and to respond to questions.

     

    9. Collaborate with the other safety staff and business units to review and update Safe Work Practices,

     

    Procedures, Policies and Programs as appropriate.

     

    10. Participate on company Joint Departmental Committees (JDC).

    SUPERVISION

    Direct Supervision:

    Indirect Supervision: Indirect supervision of employees and contractors in safety related aspects of the jobs.

     

    Empowered to stop any unsafe TEC employee or contractor on-site work activity that

     

    does not meet TEC Safe Work Practices, OSHA Regulations, or other company

     

    procedures of Tampa Electric Company (includes temporary and contractor

     

    employees).

    RELATIONSHIPS

    Key Internal:

    Daily contact with the Operations personnel across ES and ED.

     

    Maintains a close working relationship with the other safety professionals.

     

    Frequent contact with Engineering and Construction Staff on projects taking place within ES and ED.

    Key External: Consults and interfaces with contractors concerning safety and health of their employees

    working within TEC and the effects of their work on TEC employees. Work with Federal, State,

     

    and Local regulatory agency compliance officers.

    QUALIFICATIONS

    Education

    Required: High School Diploma or equivalent

     

    Preferred: Associates or higher degree in related field from a regionally accredited college/university in

     

    accordance with TECO Education Policy

     

    Certification/Licenses

    Required: None

    Preferred: OHST, CHST, CUSP, CSP, or other professional safety certification

    Related Experience

    Required: Minimum of 8 years related electric utility operations or related industry operations

    experience; or professional safety experience. College degree may be considered in lieu of

     

    equivalent experience.

     

    **Preferred** : Safety committee or other safety experience.

     

    Knowledge/Skills/Abilities (KSA)

    Required:

    • A thorough understanding of construction, maintenance and operations of industrial systems and safe

     

    work practices.

     

    • Demonstrated strong leadership, interpersonal skills, and proven experience in a participatory diverse

     

    workforce environment.

     

    • High work standards and high stress tolerance.

    • Good, planning, organizing, teamwork, oral and written communication skills and the ability to accept,

     

    manage, communicate, and facilitate change.

    Preferred:

    • Familiar with federal, state and local safety and environmental regulations.

    • A thorough understanding of construction, maintenance and operations of electric utility generation

     

    and transmission/distribution systems and safe work practices.

    SAFETY PROFESSIONAL II

    PRIMARY DUTIES AND RESPONSIBILITIES

    In addition to the primary duties and responsibilities of Safety Professional I:

    1. Acting independently, monitor and ensure contractor and team member compliance with federal, state,

     

    local and corporate safety requirements including Tampa Electric Safe Work Practices, Procedures, Policies

     

    and Programs.

     

    2. Lead safety initiatives, projects or programs with limited direction.

    3. Lead and facilitate safety audits independently for the TEC Auditing & Compliance Program.

    4. Develop and conduct safety training.

    5. Independently guides department managers and safety committees with planning for safety meetings on a

     

    regular basis to establish a two-way communication with employees concerning their health and safety.

     

    Participates in meetings to inform employees, to discuss incidents, to demonstrate training techniques,

     

    tools and equipment and to respond to questions.

     

    6. Participate on company Joint Departmental Committees (JDC) and act as a subject matter expert.

    SUPERVISION

    Direct Supervision: Possible student or entry level direct reports

     

    Indirect supervision: Indirect supervision of employees and contractors in safety related aspects of the jobs.

     

    Empowered to stop any unsafe TEC employee or contractor on-site work activity that does not meet TEC Safe

     

    Work Practices, OSHA Regulations, or other company procedures of Tampa Electric Company (includes

     

    temporary and contractor employees).

    QUALIFICATIONS

    Education

    Required: Associate’s degree from accredited college/university

     

    Preferred: Bachelor’s degree from accredited college/university

    Licenses/Certifications:

    Required: None

    Preferred: OHST, CHST, CUSP, CSP, or other professional safety certification

    **EXPERIENCE** :

     

    Required: Minimum of 10 years professional safety experience in electric utility or related industry. College

     

    degree may be considered in lieu of equivalent experience.
