Responsibilities You will be responsible for the development, coordination and management of acquisition logistics and sustainment logistics functions to the MYNavyHR Portfolio as the Lead PSM. You will serve as the enterprise MYNavyHR PSM for all APM-L/PSM related ETMS2 taskers, SW/HW inventory list, training plans, helpdesk strategies, change management plans. LCSPs, and other PSM/ ILS/APM-L functions. You will lead acquisition, technical and managerial Product Support Manager required to provide necessary Product Support and IPSE requirements for the design, development, integration, implementation and evolution. You will work closely with sponsors and customers to ensure identification of all ILS requirements and implementation of logistics support plans to meet those requirements. You will ensure logistics planning and execution of ILS Assessments (ILA) and ILS Certifications for programs to meet acquisition milestones and Navy Modernization Process ILS Certification timelines for both shore and afloat. You will translate requirements to specifications and coordinate development of Life Cycle Support Plans (LCSP), Maintenance Concepts/Plans, Navy Training Support Pans (NTSP), Acquisition Management Plans etc. You will evaluate ILS impact on configuration management and engineering change proposals. Provides ILS inputs to the Planning, Programming, Budgeting, and Execution (PPBE) process. You will provide Program Managers with authoritative advice and guidance regarding ILS plan development and execution to ensure programs are able to accommodate elements in acquisition and lifecycle support plans You will conduct analyses/assessments and takes action to improve the ILS posture of assigned systems. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing, coordination, and management of Integrated Logistics Support (ILS) products and services for all assigned programs and ensure identification of all ILS requirements of logistics support are met. Education Additional Information THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense. This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. DP-04 Control Point; ARLINGTON, VA; SALARY STATEMENT: If selected, your salary will be set according to the established control points of this position which is $142,488 - $185,234 (Base $106,382 - $138,296 plus 33.94% locality adjustment). The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (DP-04, Control Point), the total adjusted salary may be capped equivalent to GS-14 Step 10 currently ($185,234 Adjusted Pay). This position is eligible for ad-hoc/situational telework at the discretion of management. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
