    As the Deputy Inspector General in the Office of Inspector General (OIG) at the Minnesota Department of Education (MDE), you will partner with the Inspector General to lead the OIG in fulfilling its mission to investigate and prevent fraud, waste, and abuse in MDE-administered programs.

     

    This position provides executive leadership and oversight of both the Special Investigations Unit (SIU), which investigates complex allegations of fraud, financial misconduct, and regulatory violations, and the Student Maltreatment Program (SMP), which investigates alleged maltreatment in schools to ensure compliance with state and federal child protection laws.

     

    The Deputy Inspector General is responsible for the day-to-day operations of both the SIU and SMP units by developing and overseeing OIG policies and procedures, ensuring consistency and compliance across investigative operations. This role requires exceptional written communication skills, interpersonal abilities, and the capacity to lead under pressure in high-stakes environments.

     

    The Deputy Inspector General provides strategic oversight and leadership, including direct supervision of unit supervisors. This role requires strong management and interpersonal skills to support, guide, and lead supervisors with clarity and consistency while fostering a culture of professionalism, collaboration, and continuous improvement. The Deputy Inspector General must be adept at navigating complex team dynamics and providing steady leadership in situations that require sensitivity, discretion, and sound judgment.

     

    The Deputy Inspector General must lead with integrity in all actions, uphold the highest standards of transparency, and ensure accountability in investigative practices and decision-making. This role is critical to maintaining public trust and ensuring that MDE program participants operate lawfully, ethically, and in the best interest of Minnesota’s students and families.

    Duties will include:

    • Provide strategic oversight of SIU and SMP investigations, including reviewing findings, identifying trends, and advising on investigative direction and priorities.

    • Promote a culture of integrity, transparency, and accountability across all OIG operations, ensuring investigative practices and communications reflect the highest ethical standards.

    • Oversee SIU and SMP operations, ensuring investigative practices align with legal standards, agency priorities, and best practices.

    • Develop, implement, and oversee compliance with OIG policies, procedures, and investigative protocols to ensure consistency, compliance, and operational integrity.

    • Provide internal leadership for OIG units, including oversight of personnel and fiscal resources, to ensure integration, alignment, and accountability.

    • Develop and maintain collaborative working relationships with licensing boards, child protection agencies, law enforcement, other state agencies, and other oversight entities to ensure coordination of investigative activities.

    • Serve as acting Inspector General in their absence, representing the OIG in high-level meetings, legislative hearings, and public forums.

    • Collaborate with legal counsel on investigations with potential litigation or regulatory exposure.

    • Draft and review investigative reports, policy documents, and communications with exceptional clarity, accuracy, and professionalism.

    • Lead and make decisions under high-pressure conditions, including during high-stakes investigations or scrutiny from external entities.

    • Contribute to the development of legislation, administrative rules, and agency policies related to investigative and compliance functions.

    • Assist in the oversight and development of division budgets, performance plans, and operational strategies.

    Minimum Qualifications

    Seven (7) years of professional experience

    OR

    A bachelor's or master's degree and six (6) years of professional experience

    Experience must include:

    + Previous managerial or supervisory experience of investigative or regulatory teams.

    + Experience conducting or overseeing investigations involving fraud, financial misconduct, or regulatory compliance.

    + Experience working with or within oversight entities such as law enforcement, licensing boards, or child protection agencies.

    + Demonstrated experience developing and enforcing policies and procedures in an investigative, compliance, or regulatory setting.

    + Proven ability to communicate complex information clearly and effectively in writing, including investigative reports, legal summaries, and policy documents.

    + Experience working in high-pressure environments requiring sound judgment, discretion, and timely decision-making.

    Preferred Qualifications

    + Advanced degree in Criminal Justice, Public Administration, Law, or a related field.

    + Experience leading investigations in a government, education, or regulatory environment.

    + Experience managing teams through change with resilience, clear communication, and a focus on maintaining performance and morale.

    + Experience and knowledge of state and federal child protection laws, including Minn. Stat. Sec. 260E.

    + Experience with legislative processes, including policy development, bill analysis, or providing testimony.

    + Demonstrated ability to manage complex criminal fraud investigations involving multiple stakeholders.

    + Experience leading or contributing to the development of internal controls, compliance frameworks, or investigative protocols.

    + Demonstrated success in writing for executive, legal, or public audiences, including reports, testimony, or media responses.

    + Demonstrated commitment to ethical leadership, including fostering transparency, accountability, and integrity in public service or investigative work.

    + Experience managing or contributing to the development and oversight of program or division budgets.

    + Demonstrated cultural competency and sensitivity, including experience working effectively with diverse communities and promoting equity in investigative or regulatory practices.
