    Overview

    **Purpose Statement/Position Summary:** The Executive Director, IS Programs & Strategy is a leadership role responsible for enterprise IT program delivery across Children’s Hospital Los Angeles (CHLA) including the current PeopleSoft ERP system and its transition to Oracle Cloud Fusion—with leadership of the Project Management Office (PMO) and the Digital Experience team. The Executive Director will ensure cohesive delivery of all enterprise projects, training programs, and technology implementations that support hospital operations, clinical excellence, and academic research.

     

    This position will direct the development and execution of strategic roadmaps across all Information Services (IS) towers, ensuring alignment with CHLA’s business strategy and operational goals. The Executive Director will oversee IT RFP processes, vendor selection, and supplier performance, while managing project estimation, budgeting, and resource allocation. A key focus will be on implementing project management methodologies and governance frameworks that drive consistency, transparency, and measurable outcomes across the portfolio.

     

    The Executive Director will also support digital adoption and training initiatives, ensuring that clinical and non-clinical staff are equipped to effectively use enterprise systems such as Oracle Health and other core platforms. This includes oversight of the Learning Management System (LMS), instructional design, and IS communications.

     

    In addition, the Executive Director will coordinate strategic initiatives related to ROI and organizational benefits analysis, and continuous improvement planning in partnership with the Director of IT Operations and oversight by the SVP, CIO. The role will include conducting site visits to benchmark best practices, performing technology direction assessments, and ensuring that CHLA remains at the forefront of innovation in healthcare IT.

     

    This position requires a visionary leader with deep expertise in enterprise systems, program delivery, and change management—someone who can inspire cross-functional teams, foster collaboration, and deliver transformative results.

     

    The Executive Director of IT Program Delivery is a strategic leadership role responsible for overseeing enterprise application platforms, project and portfolio management, and digital adoption initiatives across the organization. This role will lead to the transition from PeopleSoft ERP to Oracle Cloud Fusion, manage the Project Management Office (PMO), and guide the Digital Experience team to ensure successful user enablement and training. The Executive Director will drive alignment between IT initiatives and business goals, ensuring delivery excellence, operational efficiency, and high user engagement.

     

    **Minimum Qualifications/Work Experience:** 8+ years of progressive leadership experience in enterprise systems, ERP implementation, and IT program delivery required.

    + Proven experience managing large-scale ERP transitions (e.g., Oracle Cloud Fusion, PeopleSoft)

    + 8+ years of experience leading PMO or enterprise project portfolios

    + Strong background in digital adoption, training, and change management

    + Experience in healthcare or highly regulated environments preferred.

    Education/Licensure/Certification:

    Required:

    + Bachelor’s degree in Information Systems, Business Administration, or related field required, or equivalent combination of relevant education and experience may be considered.

    + Master’s degree

    + PMP, Prosci, or Oracle Cloud certifications

     

    Pay Scale Information

     

    USD $210,080.00 - USD $340,204.00

Final determination of a successful candidate’s starting pay will vary based on a number of factors, including, but not limited to education and experience within the job or the industry. The pay scale listed for this position is generally for candidates that meet the specified qualifications and requirements listed on this specific job description. Additional pay may be determined for those candidates that exceed these specified qualifications and requirements.
