Position Summary
The Public Safety Service Area (PSSA) is seeking a community engagement professional to join the Portland Committee on Community-Engaged Policing (PCCEP) team to implement outreach and engagement efforts in support of police oversight and accountability. This position will be the first dedicated community engagement coordinator for PCCEP, providing critical support to its mission of elevating community voice in police reform and public safety policy.
This position will support PCCEP’s role under the City’s Settlement Agreement with the U.S. Department of Justice (DOJ) and its responsibility to advise the Mayor and Chief of Police, monitor Portland Police Bureau reforms, and ensure meaningful community participation in oversight and accountability.
The Community Engagement Coordinator will bridge the gap between community and City governance, improving access, participation, and outcomes for those most impacted by policing and public safety practices. This role is responsible for designing and executing inclusive outreach strategies, facilitating public participation, and ensuring that community voices are meaningfully integrated into PCCEP’s work to promote equitable and constitutional policing.
Duties include the following:
• Facilitate community engagement: Organize and support PCCEP’s public meetings, subcommittee work, and large-scale community engagement events.
• Support PCCEP membership: Work with committee members to build capacity, provide onboarding, and maintain alignment with PCCEP’s bylaws and mission.
• Strengthen outreach: Develop and implement PCCEP-wide engagement strategies that ensure broad and equitable participation in oversight processes, with a focus on communities disproportionately impacted by policing.
• Network and collaborate: Build and maintain relationships with community organizations, advocacy groups, public safety stakeholders, and City staff.
• Coordinate logistics: Manage communications, event planning, and meeting facilitation for both in-person and virtual events.
• Track accountability: Document, evaluate, and report on PCCEP’s recommendations, City responses, and progress toward oversight goals.
• Manage contracts and resources: Oversee consultant support for engagement activities and ensure compliance with timelines and deliverables.
As a person, you are:
+ Community-centered and collaborative: Skilled at building relationships and facilitating dialogue between diverse groups, including those with differing or conflicting perspectives.
+ Solutions-oriented: Able to navigate sensitive, complex policy discussions and support transparent, accountable outcomes.
+ Equity-focused: Grounded in racial equity, culturally responsive practice, and trauma-informed engagement.
+ Emotionally intelligent: A strong communicator with empathy, patience, and resilience.
+ Knowledgeable about public safety reform: Familiar with concepts of police accountability, community oversight, and the history of policing in Portland, with a focus on policing of communities of color and other marginalized groups.
About PCCEP
The Portland Committee on Community-Engaged Policing (PCCEP) was created under the DOJ Settlement Agreement to ensure that the City remains accountable to the community on issues of police oversight and reform. PCCEP advises the Mayor and Chief of Police, monitors implementation of the Settlement Agreement, and helps elevate the voices of communities most affected by public safety systems.
Housed within the Public Safety Service Area (PSSA), PCCEP values diverse perspectives, including those from Black, Indigenous, and other communities of color, youth, people with mental health conditions, and others historically excluded from decision-making.
