System One is assisting a client in hiring a Site Manager for their Data Center project based in rural West Texas.
What You Will Do
Seeking a highly experienced Local On-Site Manager to lead day-to-day operations for a multi-year AI data center campus. The site includes HV/MV substations and electrical backbone infrastructure built and owned by company, while tenant constructors build and operate their own facilities. Peak site mobilization can exceed 4,000 personnel across multiple trades.
This role represents the company on the ground and ensures the site is safe, lawful, constructible at scale, and welcomed by the local community. The On-Site Manager will coordinate daily field operations, manage interfaces between contractors, utilities, public agencies, and community stakeholders, and report to both functional management and projectized Project/Operations Management.
Key Responsibilities:
+ Site Leadership: Serve as the primary point of contact for all Site Managers, Supervisors, and managers on site. Host and participate in site-wide coordination meetings to ensure clear communication and alignment.
+ Site Governance & Daily Control: Oversee everything happening within the site boundary, including roads, utilities, laydown areas, and logistics. Orchestrate the daily “Plan of the Day” and rapid issue resolution.
+ Stakeholder & Community Interface: Build trusted relationships with local stakeholders and the community to support project goals and promote local benefit.
+ Multi-Prime Coordination: Align company-owned HV/MV substation and collector work with tenant GC/EPC teams.
+ Access, Security, Traffic & Logistics: Manage site access, traffic, and security in collaboration with contractors and stakeholders.
+ Workforce & Community Impact: Coordinate local hiring, training, and housing/transport solutions. Monitor workforce accommodations and conditions if on-site camps are used.
+ EHS Leadership: Enforce company EHS expectations across all contractors and maintain compliance with safety regulations.
+ Permitting & Compliance: Ensure local permits and regulations are adhered to for all hired work.
+ Security & Emergency Management: Develop and post emergency procedures, including “grab and go” protocols.
+ Media & Issues Management: Act as first responder for on-site media inquiries in accordance with corporate communications protocols.
+ Utilities & Interconnections: Coordinate tie-ins, outages, and energization windows with utility, TSP, TDU, gas, water, and telecom providers.
+ Landlord & Lease Management: Enforce lease boundaries, easements, ROWs, and site standards.
+ Cost & Schedule Oversight: Track field productivity, escalate risks early, maintain integrated site master schedule, and log constraints affecting owners, tenants, and agencies.
+ Turnover Readiness: Support Project and Operations Managers during energization events.
+ Site Monitoring & Reporting: Use drone tools and surveillance to track progress and percent complete. Conduct site tours for VIPs and stakeholders, documenting status.
Day-to-Day Responsibilities:
+ Monitor daily activities of all primes and utilities.
+ Track access, EHS, emergency routes, call trees, and weather event responses.
+ Manage interface clashes for laydown, duct banks, outages, road crossings, and energization.
+ Maintain community relations cadence.
+ Oversee traffic, parking, and road repairs.
+ Approve working plans affecting shared assets.
+ Guide incident response and investigations.
+ Maintain issues and commitments register.
+ Support major deliveries and ensure coordination with key stakeholders.
What We Want From You
+ Four-year degree in a technical engineering discipline, with extensive practical experience in high 100s MW electrical and electro-mechanical applications, particularly large site construction.
+ 15–20 years of prior site construction experience on large/mega complex projects, with the ability to respond reliably to site issues while living locally (rural/remote community).
+ Working knowledge of construction across multiple electrical and related disciplines within an Integrated Project, including:
+ Utility/Grid studies
+ MEP and IT power supplies for AI data center systems
+ Substation and Generation Automation
+ Deep understanding of company customers’ MV and HV systems, including coordination with 3rd parties and power stakeholders
+ Abilities as a demonstrated team builder for not only safety and security culture, but also morale.
+ Demonstrated success meeting strict SLAs for industrial or data-center customers, by experience with Hands-on with protection & controls, EMS/SCADA, plant controllers, and PQ troubleshooting, with expert 3rd party assistance.
+ Strong vendor/OEM management and contract performance enforcement (LTSA, KPIs, LDs). Excellent incident command, Root Cause Analysis, and stakeholder communication skills.
