    Position Summary Information

    General Summary

    TheSection Manager, Facility Engineering and Construction leads multi-disciplinary teams managing complex, planning, design and construction projects within the Sustainability & Support Services Division. The Manager coaches, guides and supervises Project Managers, Principal Engineers, and Project Coordinators within their Section in addition to their own project management responsibilities.

     

    The Section Manager leads cross functional project teams managing very difficult, complex and visible planning, design and construction projects of WSSC Water. Types of projects include new maintenance depots, office buildings, major systems replacements, jet truck garages, and other major capital projects. The largest of these projects can range from $10 million to over $100 million in construction value. Project team membership will be functionally diverse, reflecting the intent and objectives of individual projects.

     

    In addition to project management responsibilities, the Section Manager is also responsible for coaching, supervising, and assigning work to a section of 4-6 Project Managers/Coordinators and Engineers. The Section of project managers working under the direction of the Section Manager will be responsible for managing approximately 15-20 projects with an overall construction value of $10 – $100 million. On very large projects, the Section Manager may also supervise and direct contracted engineering and inspection staff at construction sites. The Section Manager works under the general direction of the Division Manager, Sustainability & Support Services with wide latitude for independent judgment and sound decisions in the execution of a broad range of project management assignments and personnel administration.

    Essential Functions

    + Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination

    + Leads a team managing very complex, and highly visible planning, design and construction projects such as maintenance depots, major systems replacements, jet truck garages, or other major facilities

    + Provides coaching, work assignments, and general supervision to project managers assigned to the section

    + Leads and mentors team and section members

    + Consults and works with team members from various internal organizations, including senior leadership, in the administration of consultant, Architect/Engineer (A/E), and construction contracts and their associated procurement mechanisms

    + Reviews project technical, management, and budgetary plans; ensures project compliance with corporate policy and technical specifications

    + Reviews and approves monthly and final payments for A/Es consultant, contractors and vendors

    + Participates in project teams of others, including management review, re-engineering, and reviewing policies

    + Gathers data and prepares diagnostic and prescriptive reports on significant Team, Division, Section or Commission issues

    + Serves as Commission project representative equivalent to consultant’s or contractor’s Project Manager

    + Reviews, negotiates, and finalizes contracts and change orders

    + Prepares or monitors project schedules using PERT , CPM , Bar Chart, or other methods

    + Develops and implements project management strategic plans and monitoring resultant mechanisms

    + Assists in the development of the Capital Improvement and Engineering Support Programs, and various budgets

    + Serves as the Commission’s representative in public meetings with local government agencies, special interest divisions, and the general public

    + Supervises the work of project managers, inspectors and support staff both on specific project assignments and, in general, mentoring and coaching roles

    + Drives a vehicle to conduct WSSC Water business

    Other Functions

    + Serves as Acting Division Manager, Sustainability & Support Services as needed

    + Performs other related duties as assigned

    Required Knowledge, Skills, And Abilities

    + Extensive knowledge of the principles and practices of design and construction project management and environmental engineering

    + Ability to manage large, complex planning, design and construction projects and/or programs ranging in construction value of $10 million to over $100 million

    + Ability to coach and supervise project managers responsible for a total of 15-20 projects

    + Ability to organize and lead cross functional team in the development of a strategic project management plan comprising schedule, budgetary, contractual, human resources and stakeholder elements

    + Ability to effectively access and involve agencies, internal staff, the general public, as well as special interest communities

    + Strong team building and project management skills

    + Effective verbal and written communication skills including public speaking

    + Ability to summarize complex issues and effectively present to non-technical audiences

    Minimum Education, Experience Requirements

    + Bachelor’s degree in Civil, Mechanical, or Environmental Engineering, or related engineering discipline

    + 7 years of experience in design and construction project management, including 3 years’ design or construction experience with new building, or major renovation projects and experience in design or construction management and contract administration

    OR

    + High School diploma or equivalent

    + 11 years of experience in design and/or construction project management, including 3 years’ design or construction experience with new building, or major renovation projects and experience in design or construction contract administration

    Additional Requirements

    + Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date

    + Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

    Preferences

    + Registration as a Professional Engineer in Maryland

    + Certification as a Project Management Professional by the Project Management Institute ( PMI ) or certification as a Construction Manager by the Construction Management Association of America ( CMAA )

    + Supervisory experience

     

    Salary$135,814 - $231,251
