General Summary

TheSr. Manager, Performance and Accountabilitysupports the director in executing the mission of the General Manager’s Office of Performance and Accountability ( GMOPA ). This position provides leadership and oversight across GMOPA’s core pillars—Strategic Plan Management, Enterprise Risk Management, Performance & Key Initiatives to advance WSSC Water’s strategic objectives and ensure effective organizational performance.
This position also collaborates with leaders and staff across WSSC Water to monitor performance, enhance accountability, and drive continuous improvement. Responsibilities include supporting the Strategic Plan implementation, managing enterprise risk, advancing key initiatives, and supervising staff engaged in data analysis and process improvement projects that enhance quality, operations, productivity, and cost-effectiveness.
Essential Functions
+ Provide leadership for GMOPA’s four pillars—Strategic Plan Management, Enterprise Risk Management, Performance and Key Initiatives ensuring alignment with Commission objectives
+ Advises the Director on the elements of performance and accountability management, strategic planning, implementation of key initiatives and work plan management
+ Acts as the Director in the absence of the Director of Performance and Accountability
+ Manage and develop assigned staff, fostering accountability, collaboration, and professional growth
+ Supervises Performance and Accountability Analysts and Project Managers who have strategic planning, data analysis, and process improvement within their portfolios. Reviews associated materials and deliverables for accuracy and thoroughness. Ensures follow-up on action items identified in performance review sessions
+ Provides strategic and analytical support and leadership on major Commission initiatives, as well as facilitating solution implementation
+ Performs and oversee the collection, assessment, research, and analysis of data for strategic planning, performance management, and process improvement to identify ways to enhance operations and effectiveness
+ Communicates results and business impacts of analysis insight initiatives to WSSC Water leadership
+ Coordinate and support audit closure activities in partnership with departments and the Office of the Inspector General ( OIG ), ensuring timely resolution of findings, implementation of corrective actions, and identification of sustainable solutions that strengthen accountability and operational effectiveness
+ Champions data visualization and process improvement tools to increase utilization within departments to translate data into insight, process mapping, and performance improvement
+ Coordinates departmental assignments and provides support for strategy, data, and process improvement efforts
+ Oversees the design and delivery of reports and insights that analyze business functions and key operations and performance metrics, for example:
+ Produces the Commissioner Performance Report that communicates progress toward WSSC Water’s Strategic Priorities. Establishes procedures for the cross-organizational collection of data, provides analysts with training to interpret results and prepares Executives on results and potential questions
+ Oversees analysts’ data collection of Key Performance Indicators (KPIs) as part of WSSC Water’s participation in American Water Works Association ( AWWA ), Water Research Foundation ( WRF ) and other benchmarking groups
+ Leads process for leadership to refine select targets for Key Performance Indicators, facilitates cross-organizational efforts to quantify progress, identifies planned improvements and risks to achieving progress (in coordination with Enterprise Risk Manager)
+ Monitors current and emerging organization development trends to evaluate applicability to the organization
+ Coordinates recruitment, selection, training, and assignment of Performance and Accountability Analysts and Project Managers
+ In collaboration with the Director, develops the budget for the Office of Performance and Accountability using relevant data to project future needs
+ Supports the Director and General Manager in a leading role to develop and promote a continuous improvement culture throughout WSSC Water
+ Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
+ Provides guidance to leadership on how to engage middle management and front-line employees in performance information. As requested, directs the facilitation of performance review meetings, and provides direction on data collection, visualization and meeting facilitation
Other Functions
+ Manages relationships with peer utilities, universities and other research institutions to foster exchange of best practices

+ Knowledge of practices to improve interpersonal and group dynamics
+ Knowledge of the concepts, principles, practices, and techniques of modern public administration as applied to the public utility sector
+ Ability to establish and implement a performance management framework
+ Ability to outline performance review outcomes as well as strategies and recommendations for improvement of department function and business processes
+ Understanding of frameworks for building high-performing teams
+ Knowledge of business and management principles involved in strategic planning and strategic plan implementation at all organizational levels
+ Ability to effectively prioritize work efforts to meet deadlines
+ Knowledge of risk assessment and management
+ Skilled in strategic planning, and leading the efforts to develop organizational goals and objectives into short and long-term actions plans for the purpose of coordinating implementation efforts
+ Pro-active and participatory in identifying needed changes in policy and work practices; skilled in developing and implementing such changes; planning, organizing, and completing work in a timely and quality manner; and coordinating application of quality management concepts
+ Skilled in working with other managers and gaining commitment/consensus on programs that address and enhance organizational practices, policies, and standard procedures
+ Skilled in application of such principles and practices as program evaluation, policy analysis, organizational development, and organizational learning to ensure pro-active programs/operations that meet Commission and Customer needs
+ Ability to maintain confidentiality
Minimum Education, Experience Requirements
+ Bachelor’s degree
+ 10+ years experience in project management, performance, or risk management;
+ 3+ years in a management/supervisory role
Additional Requirements
Complete the Washington Suburban Sanitary Commission’s Financial Disclosure statement within 30 days of employment and annually thereafter.
