Job Description
Insight Global is looking for a Procurement Contracting Officer to work on site in Austin, TX and support the strategy and introduction of products based on unique and highly differentiated capabilities of a preeminent foundry for semiconductor systems and defense electronics companies. Their mission is to advance the state-of-the-art in critical semiconductor domains such as advanced packaging, and in the process to help restore U.S. leadership in semiconductor manufacturing. They are developing cutting-edge semiconductor manufacturing technology that will define future roadmaps of semiconductor devices including logic, memory, 3D packaged devices, including thermal management, etc.
We are seeking an energized candidate who has expertise
in the planning, execution, negotiations, and relationship management of strategic sourcing for goods and services necessary to support all colleges, schools and units. The ideal candidate will have customer service mindset with a focus on continuous process improvement. This position will review and approve purchasing requisitions, specifications and statements of work, draft and create formal and informal solicitations, draft and negotiate contracts and purchase orders, and shall be responsible for the entire procurement process. The selected individual will be responsible for maintaining direct communication with campus clients and suppliers and ensuring proactive involvement throughout the procurement process. Responsibilities:
1. Procurement & Sourcing
Identify, evaluate, and select suppliers for semiconductor materials, components, and equipment.
Negotiate pricing, terms, and delivery schedules to optimize cost and supply reliability.
Maintain strong relationships with global suppliers to ensure continuity and quality of supply.
2. Inventory & Supply Chain Management
Monitor inventory levels to prevent shortages or excess stock.
Collaborate with planning and logistics teams to align procurement with production schedules.
Use ERP systems to track orders, deliveries, and inventory movements.
3. Cost Control & Budgeting
Analyze market trends and cost drivers to forecast pricing and budget impacts.
Implement cost-saving initiatives without compromising quality or performance.
Prepare and manage procurement budgets for assigned categories.
4. Quality Assurance & Compliance
Ensure all purchased materials meet technical specifications and industry standards.
Work with quality and engineering teams to resolve supplier-related issues.
Maintain compliance with environmental, trade, and export regulations (e.g., ITAR, RoHS).
5. Risk Management
Identify potential supply chain risks and develop mitigation strategies.
Diversify supplier base to reduce dependency on single sources.

Skills and Requirements
- Three years procurement experience; four years experience in the preparation of contracts and related documents.
- One year experience with the State of Texas procurement process.
- Working knowledge of contract documents (plans, specifications).
- Experience negotiating construction contracts and solicitations.
-Minimum of one (1) professional purchasing certification must be attained within twelve-month period of appointment to the position.
Once, attained, certification must be maintained active.
Certification in the following areas shall be acceptable:
o Certified Texas Contract Developer (CTCD)
o Certified Texas Contract Manager (CTCM)
o Certified Professional in Supply Management (CPSM)
o Certified Purchasing Manager (CPM)
o Certified Professional Public Buyer (CPPB)
o Certified Public Purchasing Officer (CPPO)
- Experience using Excel, Microsoft Word, and eprocurement software.
- Excellent communication, collaboration and organizational skills,
with an ability to manage multiple simultaneous activities in a diverse
and complex environment.
-Bachelor's degree or additional education in contract management or related field. More than three years administrative experience. Four or more years of
experience in the preparation of contracts and competitive solicitation process.
-Four or more years of experience in State of Texas, Higher Ed procurement
process.
- Advanced Work skills including merging, formatting styles, templates and Excel linked workbooks.
- Familiarity with Jaggaer or similar source to pay system
- Experience managing solicitations for in a higher education setting as the procurement lead.
