Summary: This position is assigned to the Idaho Youth Challenge Academy (IDYCA), functioning within the Idaho Military Division (IMD). The primary purpose of this position is to perform analytical, technical, and administrative duties of budget formulation and justification, presentation, and execution. The duty location for this position is at the IDYCA campus in Pierce, Idaho.
MILITARY DIVISION MANDATORY QUESTIONS:

MANDATORY REQUIREMENTS:
(1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license.(Do notprovide a copy of your driver’s license.)
(2) Must have or submit to and pass a Federal Childcare National Agency Check with Inquiries (CNACI) investigation, including a complete ten (10) finger fingerprint card or scan, upon offer of employment, and agree to submit to periodic rechecks in accordance with applicable laws, regulations, and policies. (At a minimum, a favorable suitability determination by the State Security Manager or OPM is required prior to appointment into this position.)
(3) Must submit to and pass a drug test upon offer of employment and agree to submit to periodic and random drug testing at the discretion of the Academy Director.
(4) Travel is required with this position. Applicants must be willing to travel by all modes of transportation and stay at destinations for moderate periods of time.
REQUIRED EXPERIENCE:Must have30monthsof specialized experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
(1) Describe your knowledge and understanding of budgetary methods, practices, procedures, regulations, precedent decisions, and policies of the organization and the agency.
(2) Describe your knowledge of the sources, types, and methods of funding for assigned budgets, and the budgetary and financial relationships between the assigned budgets and the budgets and the programs of other agency components and organizations.
(3) Describe your knowledge and skill in analyzing and evaluating the effects of continuing changes in program plans and funding on the accomplishment of the organization’s budget and milestones.
(4) Describe your knowledge of budget execution processes and practices sufficient to develop, implement, and advise on policies and controls for the obligation and expenditure of funds.
(5) Describe your knowledge of budget formulation processes sufficient to ensure that budget forecasts, estimates, and submissions conform to requirements, guidelines, and the financial objectives of assigned funds.
(6) Describe your knowledge and skill in the use of automated accounting and reporting systems, automated accounting equipment, and common software applications such as Excel and query reporting programs.
(7) Describe your knowledge and skill in performing basic managerial duties which include but are not limited to counseling, training, coaching, developing and enforcing performance standards, assigning work, managing workflow, reviewing work, resolving employee disputes, managing schedules, maintaining office culture and environment, and receiving general guidance on projects and delegating supporting tasks to team members.
PREFERRED QUALIFICATIONS:
(1) Degree from an accredited college or university in finance, accounting, business administration, or a closely related field. Education may be used to offset required experience.
