Description
The Wheeler Machinery Co, Power & Energy Division, seeks a dynamic and results-oriented Business Development professional to expand our federal contracting efforts in the power generation sector.
This individual will identify, qualify, pursue, and secure large-scale federal contracts related to power generation and power services while establishing, managing, maturing, and strengthening relationships with these customers. Experience and proven success in securing significant government contracts and deep expertise in navigating the federal procurement process, including an ability to address pure Government requirements as well as adjacent and supporting commercial business requirements, is essential.
This full-time employee will work independently, but with careful guidance and tasking from the VP of Business Development and in cooperation with Wheeler team members located elsewhere.
Duties & Responsibilities
Strategic Planning & Market Analysis
+ Identify and evaluate federal spending trends and opportunities in power generation and related areas.
+ Develop a comprehensive strategy to target key agencies and programs aligned with power generation priorities.
+ Understand customer pricing and cost constraints and suggest pricing strategies within customer limitations.
+ Build a pipeline of high-value opportunities and maintain a forward-looking capture plan.
Business Development & Capture Management
+ Cultivate and maintain trustworthy and honorable relationships with key decision-makers in federal agencies, prime contractors, and industry partners within the power generation sector.
+ Lead the capture process for large-scale contracts, including opportunity identification, bid/no-bid analysis, teaming agreements, and proposal development.
+ Drive partnership development to enhance competitive positioning through joint ventures, subcontracting, or mentor-protégé arrangements.
+ Create and present Wheeler product and capability offerings to potential customers. Stay up to date on Wheeler offerings. Demonstrate value to customer requirements.
+ Innovate and lead the customer to unimagined solutions that address needs in creative ways.
+ Work with Wheeler team to tailor or customize products to customer needs as possible.
+ Participate in the closure of business deals and contract negotiations in conjunction with Wheeler management.
Proposal Strategy & Development
+ Participate or lead proposal activities, including proposal and RFP response drafting, in conjunction with the greater Wheeler team to ensure timely, compliant, compelling, and competitive proposals.
+ Provide subject matter expertise and innovative approaches to differentiate the company’s power generation offerings.
+ Collaborate with technical teams to shape winning solutions that address client needs in power generation.
Client & Stakeholder Engagement
+ Represent the company at industry conferences, trade shows, and networking events to position the brand as a leader in federal contracting for power generation.
+ Regularly engage with existing clients to identify growth opportunities and ensure satisfaction with current projects.
Performance Metrics & Reporting
+ Report activities to the VP of Business Development as specified, including but not limited to capture progress, win rates, and client satisfaction metrics. Share broadly with the greater Wheeler team.
+ Provide leadership with insights and recommendations for continuous improvement in business development strategies.

Qualifications
Experience
+ Minimum of 7-10 years of business development experience in federal contracting, with a proven track record of securing contracts worth $10M+ in the power generation sector.
+ Current national security clearances and the ability to maintain clearances at the TS/SCI level are required for this position.
Expertise
+ In-depth knowledge of the Federal Acquisition Regulation (FAR) and other procurement policies, as well as key contract vehicles (e.g., GSA Schedules, GWACs, IDIQs).
Education
+ Bachelor’s degree in business, public administration, or a related field; MBA or equivalent advanced degree preferred.
Skills
+ Strong analytical and strategic thinking capabilities.
+ Exceptional relationship-building and negotiation skills.
+ Proficiency in proposal development processes and tools (e.g., Deltek, Salesforce, Shipley methodology).
+ Ability to thrive in a fast-paced, results-oriented environment.
