Description
The City of Garden City is accepting applications for Communications Director with the Communications Department. This position is responsible for coordinating and managing informational and educational communications activities for the City of Garden City. Has oversight of the City communication tools including cable Channel 8, the City website, City newsletters, social media platforms and performs communication activities that provide for city promotions, communications services, professional development, etc. Responsible for media and community relations, designing and writing publications, advising departments, management, and elected officials on internal and external communication issues, and administration of all other activities and services of the Communications Division. Works as the liaison between all City departments and the IT & Communications Department to develop and manage projects. Also manages the calendars and other general administration duties of the IT & Communications Department. The position will assist the City administration with analysis and special projects. Responsible in determining overall communication and messaging for the City of Garden City and the coordination between IT/Communications staff to implement services to achieve this goal.

Examples of Duties
+ Conducts and coordinates information delivered on the various communication tools identified in the City of Garden City’s Communication Plan on behalf of the City. Establishes quality control measures for all City of Garden City communication initiatives.
+ Develops, maintains and supervises department policies and procedures.
+ Provides training related to content and structure for website, social media, Channel 8, media releases and any other forms of communications being disseminated in City departments.
+ Maintains strong relationships with management, departments, elected officials, media representatives, peer agencies and members of the community in order to ensure that relevant and timely issues are being addressed.
+ Writes, designs and produces publications, and news releases to educate and inform stakeholders on City programs, services and performance.
+ Develops productions focusing on City of Garden City departments, services and programs to be aired on Channel 8 as well as on the City of Garden City social networking tools.
+ Coordinates the dissemination of information being delivered through the City of Garden City’s website, Cable Channel 8, newsletter, City Social Networks along with other communication tools, publications and productions for all departments in the City.
+ Creates, manages and executes project plans to support the ongoing needs of the IT/Communications and other City departments. Coordinates resources, establishes deadlines, assigns responsibilities and provides feedback for the departments affected by the project. Assists department in gathering information/reports/data for development of department budget.
+ Develops and implements responsive two-way, internal and external communication plans with citizens, among City departments, City employees, local/area media and neighborhood associations; works with identified groups or customers on issue management and issue anticipation.
+ Assesses the communications needs of City staff and other stakeholders. Prepares feasibility studies for possible new communications resources; makes recommendations based on the needs of communications users.
+ Assists City Commission, City staff and members of the public in media and community relations as requested. Cross-trains with designated employees to improve departmental communications and maintain efficiencies when there is an absence in the office.
+ Works with emergency management personnel and City safety officers to develop and improve employee preparedness and communication for emergency situations.
+ Assists with the planning and promotion of special events in coordination with City departments and other agencies.
+ Creates a plan for use of training funds for each year in the IT/Communications Department.
Typical Qualifications
Knowledge, Skills and Abilities:
+ Possesses excellent oral and written communication and public relations skills as well as the ability to use creativity and sound judgment in all actions and when working with internal/external customers.
+ Ability to develop and maintain effective interpersonal relationships in the working environment.
+ Ability to prepare and maintain accurate, well-organized and effective records, clear and concise administrative and financial reports, reports, news releases, memorandums, brochures, charts, letters and other public information materials.
+ Working knowledge of photography, layout and graphic arts design, desktop publishing programs including Microsoft Windows and Microsoft Office products and Adobe Creative Suite and Other Word Processing tools such a PowerPoint.
+ Ability to organize and manage projects, calendars and employees.
Education, Certification, and Experience:
The candidate will have three years of progressively responsible work experience in the field of mass communication, media coverage, public relations or a related field. Prefer experience in municipal government or a large public agency. Other desirable skills include the ability to use technology as a primary means of communication; producing and distributing print and video public information pieces; multi-lingual; and proven communication and interpersonal skills. Preferred backgrounds may include a Bachelor’s degree from an accredited college or university with major coursework in: journalism, mass communication, public relations, public administration, related field or a broad range of desired talents and skills.

Physical Characteristics:
Has the ability to lift up to 25 pounds and carry up to 10 pounds.
Equipment/Tools Used:
Possess the necessary technical skills to provide the day-to-day communications activities, i.e. cable operations for Channel 8, web site content and training assistance, press releases, brochure development, newsletters, advertising and promotional programs. Ability to maintain effective audio-visual discrimination and perception needed for operating assigned equipment.
