Job Description

The Iowa Department of Health and Human Services (HHS), Division of Community Access, Bureau of Financial, Food and Work Supports is seeking anIncome Maintenance Worker 6to join our team!
This is a high-level position requiring development, analysis, implementation and evaluation of regulations and rules for SNAP and other related programs.
The ideal candidate will be able to:
+ Express an understanding of the Federal SNAP and FIP Program
+ Review, develop, and manage policy
+ Review policy and program materials
+ Work with staff to identify computer system needs
+ Communicate with other agencies, advocate groups, and partners in the private sector.
Core Essential Functions:
+ Provide interpretation of policies and procedures through written or verbal communication to inquiries from Department staff, other agencies, public/elected officials, the media, and the general public. Review and approve program policy and procedural staff training, clarifications and other program materials created by others. Revise and simplify forms and program informational materials to meet customer needs. Review and approve proposed appeal decisions to ensure accuracy of the policy interpretation.
+ Develop, plan, coordinate, and write; administrative rules, Employees' Manual, response to draft legislation, waivers, and State Plan amendments in response to state and federal laws, regulations, and court decisions. Research, analyze, and evaluate program options and develop, recommend, and write proposals pertaining to federal mandates especially related to payment accuracy, timeliness, and the efficiency of program administration. Collaborate with state and federal partners, Department staff, and others during program audits and reviews. Keep thoroughly informed on proposed and current changes in law, regulations, and court decisions that affect Financial, Food and Work Support programs. This includes reviewing and commenting on proposed state and federal law or regulatory changes to ensure that impact can be determined and accurate revisions can be made promptly.
+ Develop and manage policies and procedures for Financial, Food and Work Support programs by coordinating activities and new or changed policies and procedures with other HHS programs/personnel, and coordinating with representatives of other state departments/agencies, advocate groups and with partners from the private sector. Assemble background information and resource data for program planning to lead and guide work groups composed of field staff as well as representatives of groups including but not limited to other state department staff, quality control staff and staff from other Divisions.
+ Identify computer system needs, in conjunction with the System Business Analyst, necessary to implement policy changes or improve program effectiveness.
+ Complete special projects of a complex nature as assigned by the supervisor. These assignments are designed to utilize those special skills of the employee and meet the Department's special needs.
Please note: The planned domicile for this position is the Lucas Building in Des Moines. However, we will consider extending to other domiciles based on candidates’ experience.

6 months’ experience, 12 semester hours, or a combination of both directly related to human/social services. Experience generally obtained from either some level of government organization or a non-profit organization delivering these services. Must demonstrate exposure to the basic concepts of human/social services and related policies and procedures. Programs include those traditionally under the purview of the Department of Human Services, such as but not limited to:
• Child and family welfare
• Medicaid
• Entitlement programs
• Income maintenance
• Mental health
• Development disabilities
• Child support recovery
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
+ Five years of full-time work experience in a technical capacity in an income maintenance program (such as ADC, Foodstamps and Title XIX), two years of which was at the level of an Income Maintenance Worker 2 or above.
+ Five years of full-time professional-level work experience in social services program administration, program development, program research/evaluation or management.
+ All of the following (a and b):
+ One year of full-time work experience (as described in number one or two); and
+ A total of four years of education and/or full-time experience (as described in number one or two), where thirty semester hours of accredited college or university coursework in social services equals one year of full-time experience.
+ Current, continuous experience in the state executive branch that includes thirty-six months of full-time work as an Income Maintenance Worker 2.
+ Current, continuous experience in the state executive branch that includes twenty-four months of full-time work as an Income Maintenance Worker 3 or Income Maintenance Worker Supervisor 1.
+ Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Income Maintenance Worker 4, Income Maintenance Worker 5, or Income Maintenance Worker Supervisor 2.
