Position Summary
Under supervision from the Telecom & Fiber Services Manager, this position provides technical expertise and coordination in design, documentation, and maintenance of the District’s fiber optic outside plant. The position supports the safe and reliable operation of the District’s for both utility operations and wholesale telecommunication. The incumbent collaborates with engineering, operations and customer stakeholders to implement fiber connectivity solutions, ensure accurate records and maintain compliance with established standards and procedures.

+ Coordinate with Grant PUD’s Telecommunications Engineering department on the physical design, layout and documentation of fiber optics infrastructure to support ongoing operations and maintenance.
+ Develop and maintain accurate records of fiber plant assets, including maps, splicing documentation, and connection data within GIS and asset management systems.
+ Prepare design packages and work orders for new fiber connections, repairs, and modifications.
+ Review and process fiber connection requests from internal and external customers, ensuring technical feasibility and compliance with established standards.
+ Collaborate with internal departments and external partners to plan and implement reliable and cost-effective fiber connectivity solutions.
+ Communicate project and connection status updates with stakeholders; provide guidance on fiber plant capabilities and capacity.
+ Assist with inspections, audits, and documentation updates for fiber facilities.
+ Support troubleshooting and fault tracing of fiber systems in coordination with operations and maintenance teams.
+ Utilize GIS and asset data for planning, forecasting, and identifying fiber capacity or maintenance needs
+ Contributes to process improvements in fiber recordkeeping, mapping accuracy, and connectivity design.

**Required Qualifications** (Education, Experience, Licenses & Certifications):
+ Bachelor in Engineering, Technology, or related field, or 2 additional years of relevant experience in lieu of degree
+ Two (2) years’ experience in telecommunications, fiber plant design or fiber network operations.
**Preferred Qualifications** (Education, Experience, Licenses & Certifications):
+ Experience with GIS based fiber design, splicing documentation, or asset management systems.
+ Familiarity with fiber construction standards, inspection practices and telecom permitting.
+ Experience supporting internal utility or wholesale broadband operations.
Other Knowledge, Skills & Abilities
+ Knowledge of fiber optic plant design principles, splicing and interconnection schemes, and applicable utility/telecom standards.
+ Knowledge of Grant PUD’s computing environment, policies, and applicable federal and state regulations.
+ Skill in reading and interpreting engineering drawings, maps, and fiber documentation.
+ Skill in using GIS and data management systems to maintain accurate records.
+ Strong interpersonal and communication skills to coordinate across technical and customer-facing teams.
+ Ability to manage multiple priorities and complete work within established deadlines.
