Overview
Position is responsible to provide excellent customer service and expertise in plan review and permit issuance, ensuring compliance with applicable federal, state, and local laws, ordinances, and codes. Duties include conducting building and zoning plan review relative to permit issuance, procedures, inter/intra departmental coordination, communication, and documentation. Attend meetings and provide preliminary permit review. Answer/interpret permit, code, ordinance and procedure related questions received from the general public via the internet, in-person, phone, and written correspondence. Utilize computer software such as Accela, GIS, and Pictomerty.

The purpose and mission of the Department of Business & Neighborhood Services (DBNS) is to protect and improve the quality of life of persons and animals in the City of Indianapolis. DBNS is the City of Indianapolis and Marion County’s principal department responsible for business licenses, residential and commercial permits, and the enforcement of the Revised Code of Ordinances of the Consolidated City and County.

Position Responsibilities
+ Receives, reviews, and issues permits (structural, electrical, plumbing, and hvac) for commercial, industrial, and residential projects to ensure compliance with applicable laws, codes, ordinances, and procedures.
+ Accepts permit applications via online, mail, fax, and in-person.
+ Reviews permit applications for correctness & completeness.
+ Reviews construction plans.
+ Utilizes computer program (GIS) to validate addresses and zoning districts of properties and ensure that properties are within jurisdiction.
+ Utilizes computer program (Accela) to verify that no duplicate permits have been issued.
+ Utilizes computer program (Accela) to verify the application corresponds with information contained within existing related building permits.
+ + Performs data entry and correctly calculate the permit fees.
+ Updates and maintains records on permits.
+ Receives and answers inquires received via the internet, phone, and written correspondence regarding the Department of Code Enforcement, other city departments, codes, ordinances and permit procedures.
+ Assists customers with interpretation and application of permit procedures and building codes.
+ Adheres to department policy and procedure.
+ Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes and work cooperatively and jointly to provide quality seamless customer service.
+ Communicates with coworkers, DCE staff, and customers regarding issues, problems, and procedures with permits in process, issued, and revoked.
+ Investigates questions and complaints regarding problems with permits and coordinate resolution.
+ Assists in the training of new Customer Service Representatives.
+ Provides cross training to other DCE and city staff.
+ Creates and maintains SOPs related to permit issuance and procedures.
+ Attends regular training to develop and strengthen skills needed to perform job.
+ Generates reports.

Qualifications
Bachelor's degree required. One (1) year of related experience may be substituted for each year of formal education. Must be self-motivated and able to work productively under general supervision. The ability to obtain a working knowledge of applicable building codes, ordinances, procedures. Must have conflict-resolution skills and an attitude of calm to allow for resolution of difficult situations. Must be highly flexible, to be able to adjust to constantly changing work demands. The ability to review plans, specifications, and determine necessary permits required. The ability to communicate effectively, both orally and in writing on technical, complex, or sensitive matters with inspectors, contractors, and public. The ability to operate a computer and learn various related applications. Must have a valid driver's license.
Independent Judgment
Actions are guided by established City policies and procedures and state and municipal codes and ordinances. Independent judgment will be exercised in determining workload assignments, evaluating, reviewing, and issuing permits. Work directly with contractors, architects, engineers and property owners in providing reviews, answering inquiries, and issuing permits. Errors in judgment could cause significant financial hardships on the contractors or homeowners as well as extreme embarrassment and/or liability for the City of Indianapolis.
