Job Description
This Compliance Program Manager will be working with a transportation client of ours. They will be doing the following:
-Lead and manage agency-wide compensation projects (classification studies, pay structure redesign, market surveys, compliance reviews).
-Design, analyze, implement, and communicate compensation strategies to ensure equity, competitiveness, and compliance.
-Conduct market pricing, salary benchmarking, and internal equity analyses to support pay adjustments.
-Develop and maintain salary structures, pay ranges, job classifications, and incentive programs.
-Review and update job descriptions for consistency, alignment, and competitiveness.
-Provide compensation guidance to HR partners, leaders, and executives.
-Ensure compliance with FLSA, EEOC, collective bargaining agreements, and other regulations.
-Prepare reports and presentations for executive leadership and the Board.
-Collaborate with Finance on budget modeling and workforce planning.
-Partner with HRIS/IT to ensure accurate data management and leverage technology for process improvement.

Skills and Requirements
-Bachelor’s degree in Human Resources, Business Administration, Public Administration, Finance, or related field (or equivalent experience up to four years).
-Minimum of five years of progressive experience in compensation, job evaluation, or salary administration.
-Strong knowledge of compensation principles, practices, and regulatory requirements.
-Demonstrated ability to manage large, complex projects from initiation to completion.
-Advanced analytical and problem-solving skills with proficiency in data analysis and market survey tools.
-Strong communication and presentation skills; ability to explain complex information clearly.
-Ability to build effective relationships across departments and with external consultants/vendors.
-Proficiency in Microsoft Excel and HRIS/compensation systems.
-Ability to maintain confidentiality of sensitive pay and employee data.
-Commitment to safety, compliance, and consistent attendance. -Experience working in a public sector or unionized environment.
-Professional certifications such as Certified Compensation -Professional (CCP) or Project Management Professional (PMP).
