    Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will provide software system safety support on weapon systems and military equipment. You will provide software development, integration and Test and Evaluation expertise to plan and execute activities to verify and/or validate and assess system performance to include software code review/analysis. You will perform analyses of software system requirements, design, architecture, code, and tests in support of acquisition milestones including preparing technical reports, plans, and aligning schedules to present technical data analyses results. You will utilize knowledge of software design characteristics, limitations, and potential applications of systems to transform information to comply with safety requirements of weapon systems. You will use analytical techniques, interpretive techniques and methodologies of DoD weapon systems during design, development, test, operation, maintenance, in-service, and disposal. You will review software test plans, procedures, and reports to ensure safety requirements are adequately tested. Requirements Conditions of Employment Qualifications TO QUALIFY FOR ND-04: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 band (GS-09 through GS-11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional scientist applying principles of computer science in software development, or test and evaluation efforts for aircraft, vehicle and ship platform integration, or weapon and energetic systems. TO QUALIFY FOR ND-03 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-02 band (GS-05 through GS-08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional scientist applying basic principles of computer science to accomplish developmental assignments utilizing basic techniques, procedures, and methods. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. Successful completion of a bachelor's degree in computer science. OR B. Successful completion of a bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus. TO QUALIFY FOR ND-03: Education may be substituted for specialized experience as follows: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR A combination of experience and graduate education as described above that equates to one year of experience. This is a Cyberspace Workforce position, work role code (Secure Software Accessor), proficiency level (Intermediate) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. This announcement uses the Naval Sea Systems Command (NAVSEA) Science and Technology Reinvention Laboratory (STRL) Direct Hire Authority for STRL Mission Support to recruit and appoint qualified candidates to positions in the competitive service. You will serve as a SCIENTIST (Computer Scientist) in the Research & Engineering Dept (E), in various Branches (E41/E42/E44) of Naval Surface Warfare Center Indian Head Division located in Indian Head, MD. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-03 pay band encompasses positions equivalent to the GS-09 through GS-11; the ND-04 pay band encompasses positions equivalent to the GS-12 and GS-13. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
