    Summary Serve as the Regional Clinical Quality Assurance Program Specialist within Commander, Navy Installations Command (CNIC), Family Readiness Division (N91); Counseling, Advocacy, and Prevention Branch (N914). The primary purpose of this position is to serve as a Risk Mitigation Specialist to the Regional Counseling, Advocacy and Prevention (RCAP) Coordinator, responsible for planning, developing, and implementing the FFSP Quality Assurance/Risk Management (QA/RM) Program. Responsibilities MAJOR DUTIES AND RESPONSIBILITIES I. Quality Assurance - Clinical Cases (25%) Conduct regular quality assurance (QA) reviews of Clinical, Family Advocacy Program (FAP), Sailor Assistance Intercept for Life (SAIL) and New Parent Support (NPS) cases to ensure the provision of the highest level of clinical counseling services complies with Secretary of the Navy instructions (SECNAVINSTs), policy, professional and accreditation requirements per current and CNIC certification standards. Evaluate clinical services, including administration of RM, professional credentialing, professional education, and program evaluation and provide recommendations for improved client care and treatment and quality customer service. Identify and evaluate key clinical processes and develop methods for collecting process improvement data. Provide analytical expertise to measure progress in activities critical to improved clinical service delivery. Chair Critical Incident Review Committee (CIRC) meetings on open cases involving suicide or attempted suicide and homicide. Chair the Regional Fatality Review Committee meeting on cases that result in the death of a military member or dependent due to abuse or neglect. Develop and maintain efficient and effective QA/RM methods to achieve the clinical mission of the FFSP. Assist with other counseling and advocacy services, administration, and management, as requested by the RCAP. II. Case Management (25%) Implement required QA activities for all clinical services in accordance with RCAP guidance to ensure compliance with CNIC certification standards and other appropriate guidelines. Conduct records audits and collaborate with installation supervisors on clinical care reviews and reviewing customer satisfaction surveys to identify trends and common themes. Develop and provide action plans to installations and send applicable data to CNICHQ for consolidation. Oversee the development of Quality Improvement Plans (QIPs), and critical incident reviews. Lead/conduct investigations of alleged provider impairment, unethical behavior, or other misconduct, as required. Identify ways to improve processes and programs to mitigate risk, develop needs assessments and provide to RCAP for review/approval. Negotiate with installation CAP/FAP supervisors, and Naval Criminal Investigative Service (NCIS), Department of Defense Education Activity (DoDEA), and Bureau of Medicine and Surgery (BUMED) personnel within the area of responsibility (AOR) to come to agreement on improved quality assurance processes and coordinate implementation. Work with installations to deliver needs assessments, analyze data obtained from installations, and write an analysis report to present to region N9. ensure periodic needs assessments, delivery, and analysis. Collect, compile, and evaluate clinical program data and develop reports of findings consult with and provide guidance to upper management and staff on case management and clinical QA matters. Assist installations in the event of staff shortage or multi-victim situations, providing other counseling and advocacy services, when directed by the RCAP. III. Administrative and Training (25%) Develop and manage an administrative reporting system to ensure quality of clinical services is routinely reviewed according to current SECNAVINST's and CNIC certification standards and other applicable professional standards. Develop and deliver training to installation level clinical supervisors and providers within the Region to address deficiencies in certification standards and to ensure compliance with instruction and policy. Participate in installation inspections and mid-cycle reviews, draft reports to provide to RCAP and region N9 and assist sites with developing corrective action plans and providing training that is involved in corrective actions. IV. Program Management (25%) Manage region's Professional Credentialing and Privileging program in accordance with written protocol and in coordination with CNIC. Gather all credentialing requirements from health care practitioners to ensure all health care providers in the region are credentialed and privileged and meet and maintain required DON professional and licensure standards. Utilize the current record system to audit the clinical supervision record to ensure all Tier 1 and Tier 2 clinical providers are regularly participating in clinical supervision and/or consultation, as appropriate to their privileging status. Perform other duties as assigned. Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Expert knowledge of clinical social work and counseling principles, practices, instructions and standards; program development methods and practices; the FFSP organization, mission and functions; and analytical and evaluative methods to evaluate and interpret regulations and other programs effect on FFSP clinical functions Mastery in applying quality assurance methods and techniques and statistical analysis to evaluate clinical care services for compliance with regulations, directives and policies; and make recommendations for improved client care, treatment and quality customer service and to mitigate risk. Expert skill in applying complex FFSP policies, procedures, instructions, and clinical treatment to manage the FFSP's Clinical QA/RM Program. Proficiency in conducting audits and expert knowledge of intervention strategies, treatment modalities, and policies concerning mental health treatment including domestic violence to conduct clinical care reviews and lead or conduct investigations related to clinical care. Professional skill in effectively applying verbal and written communication methods and techniques to consult with and provide guidance to upper management and staff; chair multiple committees; train staff throughout the region; and provide program information to the RCAP. You will receive credit for all qualifying experience, including volunteer and part time experience. Education In order to meet the qualification requirements for Tier II clinical providers described in SECNAVINST 1754.8, the following education requirements must be met: Transcripts must be uploaded/included with your application to be considered for this position. Master's degree from a program accredited by the Council for Accreditation of Counseling and Related Education Programs or an equivalent degree. Master's degree from a program accredited by the Commission on Accreditation for Marriage and Family Therapy Education. Master's degree in Social Work from a graduate school of Social Work accredited by the Council on Social Work Education. Doctoral degree in clinical or counseling psychology from an American Psychological Association (APA) accredited university or professional school AND a 1-year APA accredited clinical internship. In order to meet the qualification requirements for Tier II clinical providers described in SECNAVINST 1754.8, a qualified candidate must possess 2 years, full-time clinical experience post independent licensure or certification and the following current, valid, unrestricted licensure/certification by a state or U.S. territory that provides legal authority to provide clinical services as an independent practitioner in the fields of: Licensed Professional Counseling Marriage and Family Therapy Clinical Social Work Clinical Psychology Counseling Psychology A current license must be uploaded/included with your application to be considered for this position.
