V2X is seeking Program and Project Management professionals to provide Facilities and Technical support to our government customer in the DC Metro area, with potential for worldwide travel. Candidates for these roles must be highly qualified, possess an active Department of Defense (DoD) Top Secret level Security Clearance (minimum), and demonstrate commitment to ensuring safe, reliable, and resilient facilities as well as a superior service experience for all agency employees.
The Subject Matter Expert (SME) - Facilities Conditions Assessments (FCAs) shall support Individual Delivery Individual Quality (IDIQ) requirements to ensure facility needs are met. SMEs will coordinate with other facility specialists and interface with the client on any program issues.
Performance of this contract includes worldwide travel including the USCENTCOM AOR and other locations as required for completion of tasks directly related to this scope.
This position is contingent upon successful contract award to V2X.

Responsibilities
Major Job Activities:
FCA SMEs shall:
+ Support the Energy Resilience Conservation Investment Program (ERCIP) requirements, including developing and coordinating projects, analyzing studies on existing systems, preparing justifications for resiliency / energy system modifications, and reviewing and evaluating the overall effects of equipment and system changes.
+ Conduct routine facility inspections, collect information on facility equipment and systems, and document information in a consolidated database.
+ Review and evaluate mechanical subsystems to identify make, model, serial number, placed-in-service dates, and replacement needed.
+ Make recommendations for improvement, or to meet requirements.
+ Direct assigned projects and review work.
+ Provide advice in the review or preparation of plans and designs on facilities.
+ Develop and coordinate project requests and funding estimates for required studies and detailed plans, including justification to higher authority.
+ Work with senior staff to conduct investigations, analyses, and possible design modifications of mechanical subsystems for overall system improvement; also determines requirements for new equipment.
+ Review and evaluate the possible overall effect of changes in equipment, operation, and repair.
+ Plan, execute, and/or work with senior staff to technically direct the project assigned. Review drawings and specifications for mechanical systems to include the various applications in large industrial and/or office buildings.
+ Review material work orders and memos of understanding to ensure technical compliance with specifications. Provides guidance by interpreting laws, regulations and policies.
+ Advise leadership on mechanical concepts and policies and provide interpretation and guidance on mechanical policies, procedures, practices and legislation as it pertains to the Agency.
+ Coordinate with engineers responsible for other disciplines to ensure proper integration of total systems. Work with senior staff, serving as technical lead for Agency projects.
Qualifications
Education / Certifications:
+ Bachelor's degree in a related discipline is required.
+ Advanced degree in a related discipline is preferred.
+ Professional industry certifications in Facilities Management and/or Project Management (i.e., Project Management Professional (PMP) or Defense Aquisition Workforce Improvement Act (DAWIA)) are strongly preferred.
Experience / Skills:
+ Minimum of 12 years of experience in Facilities Management and Conditions Assessments.
+ Experience in construction and design.
+ Experience providing written assessments of architectural, mechanical and electrical systems.
+ Competent in reading and understanding construction drawings and specifications, and knowledgeable in standard construction industry practices.
+ Familiar with using R.S. Means, and shall be proficient in MS Office (Word, Excel, PowerPoint, Access, and Outlook) and MS Project.
+ Demonstrated ability to provide guidance and direction at the program level.
+ Demonstrated ability to manage large, complex projects.
+ Experience with design, implementation, and management of business operations or strategy projects.
+ Excellent interpersonal & communication skills to coordinate & communicate effectively across all stakeholder engagements.
