    This position will provide leadership, strategic planning, and direction for the State Opioid Response (SOR) and related opioid initiatives by directing administration wide short-term planning and project activities, division wide performance measurement and evaluation systems, and/or division wide research and analysis efforts related to the State Opioid Response (SOR). The incumbent in this position is the organizational lead for policy development and implementation for State Opioid Response (SOR) initiatives; coordination of SOR with other related initiatives; contract and grant management; provider support services and technical assistance; and outreach and local capacity building. Within these areas, the incumbent will be responsible for supporting the development of community-based State Opioid Responses aimed at youth and adult at the local and statewide level; alternative quality assurance processes for dispersed community-based initiatives; information systems used to support management of community programming; intra- and interagency coordination with programs which supplement the use of community based and state-wide State Opioid Response initiatives. The incumbent will be involved with short-term and long-term substance use treatment reform efforts of the Behavioral Health Division, the development and management of demonstrations of alternative delivery of substance abuse treatment local and regional outreach support, training and technical assistance to county and tribal social service agencies, public health agencies, providers, interested groups and other organizations to strengthen local capacity.

    Some responsibilities include, but not limited to:

    + Lead, direct and coordinate State Opioid Response (SOR) and related opioid projects across the Department of Human Services.

    + Lead and direct State Opioid Response project team's grant and contract processes in State Opioid Response (SOR) Project and related opioid projects during pre-award, award, post-award, monitoring and close-out phases Activities include directing the work of others in the development and implementation of request for proposals including micro-grant, mini-grant development and execution; proposal collection, evaluation, selection and awarding processes; contract and contract amendment development and execution; program/project/service reporting development and review; site visit preparation, implementation and review; grant close preparation, implementation and review including final reporting and grantee evaluation.

    + Lead and direct SOR project team in the implementation of budget and business processes in State Opioid Response and related opioid projects. Activities include financial reporting, review, financial reconciliation, budget development, invoice, and budget revision approval.

    + Draft and review legislative language and analyze bills and enacted legislation as they pertain to the work and efforts of the Behavioral Health Division and its partners, provide feedback, language, and interpretation on impacts. Assist in overview of the legislative work for Behavioral Health Division and communication efforts within and external to the department.

    Minimum Qualifications

    Three (3) years advance-level experience in public health, social services, or a related area, with a focus on substance abuse or mental health policy. This experience must include:

     

    + Practical understanding of the roles and relationships between county, tribal, and federal/state entities in treatment strategies, laws, and policies.

    + Knowledge of various treatment models, service histories, and insights into substance abuse program planning, evaluation, and community-based resources.

    + Employing creative strategies in designing models for treatment, including developing performance measures, data analysis, and report preparation.

    + Drafting policy and/or procedures along with statutory interpretation.

     

    _* Bachelor’s Degree higher in Human Services, Psychology, Public Health, Social Work or related field may substitute for one (1) year of work experience._

     

    _**Master’s Degree higher in Human Services, Psychology, Public Health, Social Work or related field can substitute for two (2) years of work experience._

    + Bachelor’s degree or higher in Public Health, Social Work, Public Administration, Behavioral Health, or a related field.
