    The Zoning Code Enforcement Officer plays a key role in upholding the City Durham’s Unified Development Ordinance (UDO) by performing technical and investigative work to ensure compliance with land use regulations. This position is responsible for responding to complaints, conducting on-site inspections, documenting violations, and initiating enforcement actions. Work is performed in both field and office settings and requires frequent interaction with the public, property owners, and other City and County departments.

    Duties/Responsibilities

    + Conduct investigations of potential violations of zoning and land use regulations.

    + Responds to public complaints and service requests regarding possible code violations.

    + Patrols assigned geographic areas to proactively identify and document violations.

    + Performs site inspections and monitors progress toward compliance.

    + Compiles and maintains accurate case files, including written reports, photographs, and digital documentation.

    + Issues Notices of Violation and civil citations in accordance with City ordinances.

    + Prepares and sends notification letters and legal documentation.

    + Coordinates with residents, property owners, other City departments, and outside agencies.

    + Attends public meetings and hearings; testifies in court or before quasi-judicial boards when required.

    + Educates the public on zoning codes, enforcement processes, and compliance requirements.

    + Updates and maintains data in electronic case management systems and enforcement databases.

     

    Knowledge, Skills & Abilities

     

    + Working knowledge of municipal, state, and federal zoning and land use regulations.

    + Ability to interpret and apply zoning codes and ordinances accurately and consistently.

    + Proficient in Microsoft Office applications (Word, Outlook, Excel, PowerPoint).

    + Strong written and verbal communication skills.

    + Ability to remain professional and composed in confrontational or stressful situations.

    + Strong organizational skills and attention to detail in documentation and recordkeeping.

     

    Minimum Qualifications & Experience

     

    + High school diploma or equivalent (GED, HiSET, or TASC).

    + Three (3) years of related experience involving zoning, code enforcement, or a related regulatory field.

    + Valid North Carolina Class C Driver’s License with a satisfactory driving record within 60 days of hire.

    + Must obtain North Carolina Zoning Enforcement Officer Certification within 18 months of hire.
