Summary
The primary purpose of the UNC Health Nash Security Department is to provide comprehensive and professional public safety services for the Health System, as well as secure and convenient access to the UNC Health Nash campus and associated properties. The Security Department’s responsibilities are established, legally organized, and authorized by the State of North Carolina and are comprised of both Company Police {NC General Statue 74E} and armed Private Protective Services (PPS) {NC General Statue 74C}. The Director of Security is the administrative head of the agency department and reports to the Vice President of Support Services. These job expectations are not all encompassing and other duties may be assigned.
Responsibilities:
1.** **Administrative Management & Leadership
- Supervises both sworn and non-sworn personnel who are responsible for the overall operations of the police department.
- Responsible for ensuring that all employees act in accordance with case law and changes in NC General Statute in the performance of their duties.
- Oversees use of force, pursuit, personnel actions, early warning systems, standards compliance, property and evidence management, and daily internal operations.
- This position may serve as the Commander for Security of Emergency Management incidents in accordance with the Incident Command System.
- Ensures that records are retained and stored in accordance with the records retention requirements.
- Ensures fair and equitable hiring and promotional processes that comply with state and federal requirements of UNC Health Nash policies, rules, and regulations.
- Ensure that adequate and sufficient training is conducted for all staff pertaining to identified safety and crime prevention topics.
- Responsible for identifying training needs and implementing training programs and ensuring that all training is documented, including mandatory in-service training that is required to maintain certification with North Carolina Criminal Justice Education & Training Standards Commission.
2.** **Strategic Operations Management
- Assists in developing Divisional annual goals and objectives.
- Develops special projects to address patterns of crime on campus and assigns personnel to a schedule and plan of action.
- Manages schedules and personnel assignments to provide effective law enforcement response.
3.** **Policies & Procedures Assessment & Management
- Reviews and (re)writes Standard Operating Procedures to ensure compliance with best practices in law enforcement, state and federal legislation and Joint Commission.
- Manages policies and procedures for the storage of evidence and ensures that evidence is stored and managed in accordance with all applicable standards and legal requirements.
- Reviews and edits Standard Operating Procedures to ensure compliance with best practices in law enforcement, state and federal legislation, and Joint Commission.
4.** **Resource Assessment & Management
- Manages personnel to provide coverage of campus operations 24 hours a day, 7 days a week while ensuring that overtime pay does not exceed budgetary constraints.
- Ensures that police equipment including weapons, uniforms, equipment, and vehicles are properly maintained and are serviceable to ensure that any associated replacement costs are in accordance with procurement requirements.
- Evaluates investigative databases for follow-up investigations.
- Ensures that all inspections are completed for daily, weekly, and monthly required inspections.
- Makes recommendations to the Vice President of Support Services regarding projected expenditures.
- Ensures that necessary service contracts for software and equipment are obtained in accordance with procurement guidelines.
- Performs workload analysis as needed.
5.** **Personnel Management & Development
- Provides oversight guidance for the Field Training Program to ensure compliance with departmental policies and procedures and ensure new employees meet the standards for the department.
- Ensures that all employees receive proper training for assigned responsibilities.
- Ensures that sworn and non-sworn subordinate supervisors are consistently and appropriately developing and counseling employees and conducting performance appraisals.
- Creates personnel performance plans and conducts annual performance appraisals of subordinate performance.
- Ensures that subordinate supervisors create personnel performance plans and that they conduct annual performance appraisals in accordance with UNC Health Nash HR procedures and ensures that performance appraisals are conducted fairly and equitably.
- Ensures timely reviews of Hazard Vulnerability Assessment HVA reporting and assigns supervisors to investigate and analyze specific incidents.
- Duties may include other additional functions appropriate to the position.
6.** **Partnerships & Collaboration
- Serves as a liaison to local, state, and federal law enforcement and government agencies to address matters of mutual concern.
- Crafts or aids in the crafting of messages to disseminate to campus community in emergency situations via the emergency notification system.
- Serves as a departmental liaison to internal and external initiatives, including Environment of Care, Workplace Violence, Emergency Management, the Rocky Mount Police Department, Rocky Mount Fire/Rescue, the Nash and Edgecombe County Sheriff’s Office, and others as needed.
- Responsible for participating in Department and/or UNC Health committees that are relevant to the missions of the Department and/or UNC Health Nash.
7.** **Strategic Goals Development
- Identifies future department needs and helps develop effective strategies to acquire needed resources to meet expected safety needs of the health system.
- Establishes partnerships with other regional UNC Health System entities, to ensure that concerned behavior cases are properly managed and to prevent future acts of violence.
- Identifies technological advances that can be incorporated into patrol operations to utilize surveillance and automation to detect and prevent criminal activity.
- Develops long-term and short-term strategic plans for delivery of police and emergency services to the campus community and develop and implement police operational plans in support of the UNC Health Nash All Hazards Emergency Planning.
Other Information:
Educational Requirements:
• A master’s degree in criminal justice, police science, public administration, behavioral science, or a related field.
• Bachelor’s degree and five years or greater of relevant healthcare or higher education experience or ten years of progressively responsible experience, including command level management experience in a police agency providing a full range of law enforcement services.
• International Association for Healthcare Security and Safety Certified Healthcare Protection Administrator
• Advanced Law Enforcement Certification in North Carolina.
• Graduation from a nationally recognized advanced law enforcement management program such as the FBI National Academy, the Southern Police Institute, Northwestern School of Police Staff and Command, Administrative Officer’s Management Program (AOMP), or the Senior Management Institute for Police.
Professional Experience Requirements:
• Experience in management of an emergency communications center, large events involving significant numbers of attendees, and large-scale emergency response.
Licensure/Certification Requirements:
• Must meet physical and psychological requirements of the N.C. Criminal Justice Education and Training standards Commission, including satisfactory physical examination, psychological examination, and drug test.
• Must pass sworn law enforcement officer or private protective security background investigation, including but not limited to driving record and criminal history.
• Must currently be a sworn law enforcement officer in North Carolina or eligible to obtain his or her armed private protective services certification within 180 days of hire.
