Summary/Objective:
Under general supervision, develops, prepares, analyzes and/or revises budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation, and recommends appropriate courses of action to management. Performs expenditure analyses and prepares budget-related financial summaries and recommendations for management review.
Essential Functions:

1. Analyzes agency budgeting and accounting reports/requests to maintain expenditure controls.
2. Analyzes or develops policy and budget-related initiatives Makes recommendations based on analysis.
3. Consults with management to ensure that budget adjustments are made in accordance with program changes.
4. Develops, prepares, analyzes, and/or revises annual operating budget, capital and/or zero-base budgets and supporting schedules in accordance with appropriations and departmental instructions.
5. Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations.
6. Maintains financial records and documentation.
7. May assess financial data to determine the resources required to implement a program, or to analyze trends.
8. May prepare and compile statistical analyses, projections, costing, or plans.
9. May prepare budget amendments.
10. May request budgetary codes, track physical inventory or record/audit expenses, or document use of funds and adherence to budget allocations.
11. Monitors budgets and identifies variances, surplus or deficit amounts, and solutions.
12. Performs cost-benefit analyses.
13. Prepares and generates department, state and federal reports as required.
14. Prepares reports and summaries based on budgetary analyses for management.

Preferred Education and Experience:
Preference will be given to applicants who, in addition to meeting the required education and experience, possess one or more of the following:
1. Two (2) years of experience with state or federal grant program budget and administration.
Supervisory Responsibility:
None required for this position.
Work Environment:
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.
Physical Demands:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Working Conditions:
Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. The position may involve managing a high-volume workload and demands a high level of accuracy while working with deadlines. Regular attendance is an important part of being successful in this position. Reasonable accommodations can be made available to qualified individuals upon request.
Position Type and Expected Hours of Work:
This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position occasionally requires long hours and weekend work.
Travel:
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.

Associate degree in accounting, business/public administration, or finance from an accredited college or university and two (2) years of fiscal analysis job-related experience; or four (4) years of fiscal analysis job-related experience; or two (2) years of experience at the lower level Budget Analyst 1 (FIP010) or position equivalent.
