    Description of Department: The primary function of the Purchasing Department is the procurement of goods and services required by the College to fulfill its mission in education, research, economic and cultural/ social development. Through effective communication, both internal and external, the Purchasing Department strives to provide for the varied needs of the campus community while staying within the laws and regulations of the New York State Office of the State Comptroller, the New York State Office of General Services and the State University of New York. This involves a balance between efficient and timely service to our customers and providing an environment of good sound business controls to protect the assets of SUNY Oswego.

     

    The Department of Purchasing at the State University of New York at Oswego invites applications to fill a full time Assistant Purchasing Associate position. This is a position leading to the Purchasing Associate position

    Description of Responsibilities: Under the direction of the Purchasing Associate, the Assistant Purchasing Associate is responsible to carry out procurement functions by assisting the organizing, directing and implementation of the College purchasing program in order to provide equipment, materials and services efficiently and economically. Must comply with all federal, state and University requirements and sound business practices. Will work with the Internal Control committees to assure Internal Control program meets SUNY requirements. The Assistant Purchasing Associate will assist the Minority and Women Owned Business Program Coordinator and ensure that Minority and Women Owned Business Enterprises are included in competitive quotations and/or sealed bids where possible and meeting goals set forth by the University of the State of New York.

    Additional Responsibilities Include:

    + Assist in supervising staff

    + Provide training in purchasing office practices, policies and procedures

    + Purchasing equipment, supplies and services including service contracts, construction and capital equipment

    + Management and oversight of College procurement-card program

     

    The Assistant Purchasing Associate interacts with all levels of College administration, faculty and staff as well as vendors, SUNY System Administration, and Offices of the NYS Attorney General, General Services and NYS Comptroller.

     

    In addition, this position will be expected to possess communication and interpersonal skills sufficient to work effectively with an increasingly diverse array of students and colleagues.

    Job Requirements:

    Required Qualifications:

    + Bachelor's degree

    + 1 year experience in the purchasing or related field or working for SUNY

    + Must be highly proficient in Microsoft Word and Excel

    + Strong oral and written communication skills

    Preferred Qualifications:

    + Demonstrated experience within a Purchasing Department that includes drafting contracts, request for proposal (RFP) development and bidding, vendor negotiations, and processing purchase orders

    + 3 years' experience in governmental procurement environment, preferably in the State University of New York (SUNY), City University of New York (CUNY) or other New York State agency

    + Public Purchasing Officer Certification (CPPO)

    + An understanding knowledge of items and services available from state contracts and all preferred sources (i.e.: Dept. of Correctional Services, Industries for the Disabled, etc.)

    + Applied knowledge of procurement policies and procedure related to electronic purchasing systems, New York State Procurement card program, New York State procurement regulations and SUNY Construction Fund Guidelines

    + 2-3 years supervisory experience
