Your role and responsibilities
The Federal Government Program is seeking an Enterprise Technical Lead - Modernization to provide strategic technical leadership and oversight across complex modernization initiatives within a SAFe Agile delivery environment. This role is responsible for driving the transformation of the Program’s legacy applications, data ecosystems, and cloud infrastructure toward secure, scalable, and compliant modern architectures.
The Enterprise Technical Lead will oversee the Solutions Architect, Solutions Engineer, Data Management Lead, Infrastructure Lead and Security Lead ensuring cohesive alignment between modernization strategy, engineering execution, cybersecurity compliance, and the agency’s enterprise modernization roadmap. This position requires a balance of technical acumen, architectural vision, and program-level leadership to guide delivery teams and maintain alignment with Federal Government standards.
The Enterprise Technical Lead - Modernization serves as the top technical authority for the program, providing leadership across architecture, engineering, and cybersecurity to ensure successful modernization of critical enterprise systems. This role is ideal for a strategic, hands-on technical leader who thrives at the intersection of modernization strategy, cloud transformation, and Agile program delivery.
Key Responsibilities:
* Modernization Leadership - Lead enterprise-wide modernization initiatives transforming the program’s legacy applications into cloud-native and containerized architectures.
* Technical Governance - Define, implement, and enforce technical governance frameworks, architecture standards, and reusable design patterns across all Agile Release Trains.
* Architecture Oversight - Direct and review the design of geospatial applications, data pipelines, and API integrations (involving GIS datasets, raster/vector data) supporting the program’s hazard, flood, and infrastructure data domains.
* Data Modernization - Oversee modernization of data architectures, including data lakes, lakehouses, and ETL frameworks supporting enterprise analytics and spatial data services.
* Cybersecurity & Compliance - Ensure all system and data architectures adhere to FISMA and other Federal Government security requirements, including the NIST SP 800-53 Rev. 5 Moderate baseline.
* Cloud Strategy & Optimization - Guide cloud infrastructure design and cost optimization efforts across AWS GovCloud and AWS East-West regions, ensuring scalability, efficiency, and compliance.
* Cross-Functional Collaboration - Partner with the federal government’s cybersecurity, infrastructure, and mission data teams to align modernization priorities with the agency’s cloud adoption and digital transformation roadmaps.
* Leadership & Mentorship - Lead architecture reviews, mentor technical staff, promote reusable solutions, and foster a culture of technical excellence and innovation across the program.
Required technical and professional expertise
• 10+ years of progressive experience in software, data, or infrastructure engineering, with at least 3 years serving as a Technical Lead, Architect or enterprise technology leadership within large-scale modernization or transformation programs.
• Demonstrated experience supporting federal civilian agencies in large-scale IT modernization initiatives.
• Deep understanding of AWS GovCloud infrastructure and services in the context of application modernization.
• Proven success modernizing legacy monolithic applications into microservice-based or serverless architectures.
• Significant experience designing and implementing architectures which comply with NIST 800-53, FISMA, and federal IT security requirements.
• Experience architecting and managing geospatial applications using technologies such as ArcGIS Enterprise.
• Strong grasp of geospatial data structures (raster, vector, feature services, tilesets, spatial indexing, coordinate systems).
• Experience designing and operating modern data architectures (data lakes, lakehouses, ETL, S3, Glue, Redshift, or Snowflake).Working knowledge of DevSecOps pipelines, Infrastructure as Code (IaC) using Terraform, CloudFormation, or similar tools.
• Demonstrated ability to lead cross-functional teams and make architecture decisions in multi-stakeholder environments.
• Strong written and verbal communication skills, with the ability to interface effectively with the federal government’s technical and program leadership.
• Strong understanding of SAFe Agile principles, roles, and delivery structures.
• Possession or ability to obtain and maintain the required Public Trust background investigation.
Preferred technical and professional experience
• Hands-on experience with Kubernetes (EKS), serverless frameworks, and API gateways (Kong, AWS API Gateway).
• Experience with data visualization and analytics platforms such as Tableau, Power BI, or ESRI Dashboards.
• Experience with event-driven architectures, API management (Kong, AWS API Gateway), and data streaming frameworks (Kafka, Kinesis).
• Understanding of federal enterprise architecture frameworks (FEAF, TOGAF)
• Cloud and security certifications such as AWS Certified Solutions Architect - Professional, CISSP, or CISM.
• Demonstrated ability to mentor engineers, review designs for compliance and scalability, and support cross-program modernization governance.
